In What One Hundred Years of Research Says About the Effects of Ability Grouping and Acceleration on K---12 Students Academic Achievement: Findings of Two Second-Order Meta-Analyses, three researchers examined a centurys worth of evidence on two widely debated educational techniques: ability grouping and acceleration. Researchers Saiying Steenbergen-Hu and Paula Olszewski-Kubilius of Northwestern and Matthew C. Makel of Duke University applied second-order meta-analysis to several dozen previously published syntheses that had analyzed nearly 300 original studies. The findings of their synthesized research are published in the Review of Educational Research. Their conclusion: there is compelling evidence that acceleration and most forms of ability grouping are effective at increasing academic achievement and have the potential to provide widespread benefit to millions of students in U.S. school systems.
Background
Although the U.S. spends nearly $600 billion a year on public education, new research has raised the question of whether these resources are being allocated effectively when it comes to the development of high-performing students. A recent policy brief (Makel, Matthews, Peters, RamboHernandez, & Plucker, 2016) reported that 20% to 40% of elementary and middle school students perform above grade level in reading and 10% to 30% do so in math, leading the policy briefs authors to conclude that the U.S. educational system requires major changes when it comes to providing advanced students with opportunities to learn. However, many education professionals have expressed concern about the effectiveness of interventions or even the possibility of causing potential harm. Among the most controversial of these intervention techniques: ability grouping and acceleration. This study was designed to resolve the debate on both techniques.
With ability grouping, students are organized into different groups based on their initial skill levels, creating learning environments in which all students have similar abilities. There are several kinds of ability grouping, including separating students into high-, average-, and low-achieving classes; dividing students into small groups within an individual class; or placing students into a gifted and talented program.
Acceleration is an approach that allows students to access opportunities earlier or to progress at a more rapid pace. There are many forms of acceleration, including grade-skipping, early entrance into high school or college, and subject-specific acceleration (taking a higher-level math class while staying in grade-level English classes, for example).
Proponents of ability grouping and acceleration point to the educational benefits these techniques provide for academically talented students who are under-challenged in their grade-level classrooms.
Critics have argued that, by dividing students, these strategies increase achievement gaps and produce negative social-emotional outcomes, such as lowered self-esteem for lower-achieving students. However, numerous previous studies (Steenbergen-Hu & Moon, 2011) have shown that these negative social-emotional outcomes are not associated with such interventions; those findings were confirmed by this study.
Study Purpose
When a subject such as this one has particularly strong political and policy implications, and when the evidence is inconsistent across individual studies------particularly when a large body of evidence exists------comprehensive syntheses of evidence can prove to be particularly useful. Such syntheses are often called meta-analyses. However, in some cases, different meta-analyses can exist that relied on different methods of synthesis. For example, some syntheses may focus on research from a particular time period or on one specific type of intervention. Such filtering influences the results that will be found. With this in mind, the studys authors designed a second order meta-analysis study that synthesized all previous meta-analyses published on ability grouping and acceleration to answer five key questions:
What are the effects of ability grouping and acceleration on K---12 student academic achievement? Does ability grouping have differential impacts on students of different ability levels (e.g., high, medium, and low ability)? What are the discrepancies and commonalities in the methods and findings across different metaanalyses? Do meta-analyses of different methodological quality show differential effects? What are the effects of ability grouping when only the highest quality of research evidence is considered?
Method The studys authors created two second-order meta-analyses of existing meta-analytic studies that had already aggregated the outcomes of empirical primary studies on the effects of ability grouping and academic acceleration on K---12 student academic achievement. Meta-analysis is a quantitative research review method for combining and comparing the results from multiple primary studies to generate a synthesis of the outcomes on a given topic or relationship. A second-order meta-analysis is a meta-analysis of a number of existing meta-analyses that examine similar issues or relationships on a given topic. It is also sometimes known overviews of reviews, systematic reviews of reviews, umbrella reviews, meta-meta-analyses, and meta-analyses of meta-analyses.
Second-order meta-analyses can serve several important purposes, including summarizing evidence from multiple studies, comparing findings and resolving discrepancies in those findings, reexamining the credibility and validity of prior studies from a fresh perspective, and identifying research gaps as well as future inquiry directions.
Although dozens of meta-analyses on the impact of ability grouping and acceleration on student academic achievement have been conducted since the 1980s, no second-order meta-analysis had yet been conducted to integrate and synthesize these existing meta-analyses. Thus the studys researchers were careful to establish a set of inclusion or exclusion criteria to identify the highest quality and most useful first-order meta-analyses to include. Eligible studies had to have:
Employed methods of meta-analysis or quantitative synthesis to aggregate research findings. Focused on the academic impact of ability grouping, acceleration, or both. Included studies that had both treatment and control groups so that standardized mean differences were calculable. Reported academic achievement outcomes of ability grouping or acceleration interventions. Meta-analyses focusing only on nonacademic outcomes (such as social-emotional outcomes) were excluded.
Results
After taking a comprehensive look at the existing published research integrating previous metaanalytic results, the researchers of this second-order meta-analysis found that students benefited from within-class grouping, cross-grade subject grouping, and gifted and talented programs. However, the authors found that the benefits of between-class grouping (separating students from the same grade into high-, average-, and low-achieving classes) were negligible. They also found that acceleration had positive effects. Accelerated students, in all meta-analyses, performed significantly better than their non-accelerated same-age peers------though they did not perform significantly better than nonaccelerated, older students.
Another important point made by this latest study is that ability grouping and acceleration can improve school performance for little cost. In fact, acceleration can save schools money since students may spend less time in school by graduating early.
Conclusion By demonstrating that one hundred years of research shows most forms of ability grouping and acceleration to be effective educational strategies that benefit students, the authors of this study make a strong argument that schools should implement these techniques. Simply put: there is a large research base showing that these interventions are effective means of improving academic outcomes.

In the past, many of our students had dropped out of school because they couldnt cope, Professor Sing Kong Lee told CIEB researchers during a recent benchmarking trip to Singapore. Now, with the implementation of the streaming system, they feel less stigmatized.
To an American audience (ook in de ogen van Vlaamse beleidsmakers, o-sociologen, kopstukken onderwijskoepels...) , the statement was controversial to put it mildly. Wasnt the streaming system no different from the much-maligned tracking system that Americans had been wise enough to gradually phase out over the last decade? Hadnt that system condemned thousands of American students to a subpar education? How could a system even remotely resembling that make students feel less stigmatized?
In Singapore, streaming the practice of differentiating education for students based on their results on assessments at several key gateways is thought of not as a way to segregate the most challenged students and make teaching classes more manageable. Instead, it reflects the philosophy that students who falter should neither be automatically promoted to do work they are unprepared for, nor should they be repeatedly held back and then labeled a failure until they drop out.
Instead, all students should have access to an education that is tailored to their needs and interests and that they find rewarding and fulfilling. In fact, this approach sounds much like the calls for more personalized learning in the United States. In Singapore, this strategy is part and parcel of a commitment to ensuring that all students finish a challenging curriculum and are prepared to contribute to society and the world of work.
Using a system of streaming that helps students to identify what pace and type of experience is most engaging to them gives these students the tools to move between pathways if needed and never falters on its commitment to giving all students a rigorous and challenging education. As a result, Singapore has ensured that all of its students will complete school and learn at world-class levels. And we can see that in the latest PISA results. This Global Perspectives will explore the implementation of this system in more detail, looking closely at the features that enable it to function as well as it does.
How does the streaming system come into play during the course of a students time in school? The compulsory education system consists of six years of primary school, four years of secondary school, and between one and three years of post-secondary school. Standards, curriculum frameworks, and assessments are centrally developed and aligned with one another and all teachers are trained to teach this curriculum. The curriculum includes: English; mother tongue language; mathematics; science; literature; history; geography; arts, crafts and design; and technology and home economics.
But this does not mean that all students have the same exact experiences in school. Students are placed into different pathways twice during compulsory education: first, midway through primary school, when it determines the pace of their coursework in the core subjects and later, at the end of primary school, when it determines in which of four pathways students will be placed. So students take common subjects, but at a different pace or using a different learning style that meets individual needs.
At the end of Year 4 in primary school, students take tests to determine the courses they will take in English, mathematics, mother tongue (a required course of study for all students, based on the language they speak in the home), and science. ------------------------------------------------------------------------------

At the end of primary school, when students are about 12 years old, they take the Primary School Leaving Examination (PSLE) in English, mathematics, mother tongue, and science. Based on these results, students are admitted to one of four pathways in secondary school. Students take four exams, in their native language, English, mathematics, and science. Each exam takes two hours and fifteen minutes to complete, with the exception of English. The English exam is 3 hours and 45 minutes, requiring several 150-word open-ended answers, a multiple-choice test of grammar, vocabulary, and listening comprehension, and a five-minute oral assessment with an examiner on an open-ended topic. The math exam, too, is only about 20 percent multiple-choice, with the majority of questions requiring students to show how they arrived at the answers to multiple-step problems.
Their exam scores help determine what band students will be streamed into in lower secondary education. It also is weighed in the determination of which school they will attend. Students can request that their examination scores are sent to up to six lower secondary schools, which choose their students based on their PSLE scores. The Ministry of Education helps to place students who are not accepted into their schools of choice. The Ministry also allows some schools to practice Direct School Admission, admitting students based on their achievements in extracurriculars and their specified interests, in order to foster more robust school offerings in subjects such as sports and the arts.
Based on the results of their exam scores, students are placed in one of four pathways for lower secondary:
Special Express Normal academic Normal technical
(1)In general, the special track, comprising about 10 percent of students, is an accelerated pathway to university.
(2) About 50 percent of students are in the express track, which may directly lead to university, or first to junior college for an interim.
(3)About 20 percent pursue the normal academic track leading to a polytechnic institute (a form of vocational study),
(4) while another 20 percent pursue the normal technical track, which leads to a qualification at the Institute of Technical Education.
Students and parents can request a transfer out of their current pathway, and the Ministry will approve the transfer provided that teachers and principals approve and can vouch for the students fitness for the new pathway. The expectation is that all students study at a pace and using a learning style (more theoretical or more applied) that makes them most comfortable.
Geen stigmatisatie door onderwijsvormen
Different pathways are not stigmatized. Everyone we interviewed about streaming, from Ministry staff to principals to teachers, stressed that the names of streams were critical. Students are not basic and advanced.
The normal students are accomplishing exactly what they need to do to be successful. Express and special students are too just at accelerated paces and in different ways tailored to keep them engaged. Students in these tracks are expected to learn the material more quickly to remain on the faster path to university, but this is seen as a strategy to keep them engaged, not a push to force them to achieve.

Technical students are learning highly advanced skills that will ensure that they have rewarding careers. In fact, the technical pathway is so attractive that roughly 40 percent of students pursue technical qualifications of some form (either at a polytechnic or the Institute of Technical Education) after graduating from secondary school. All in all, students and policymakers are encouraged to see accelerated paths and academic & technical pathways as different routes to fulfilling lives in society.

Welke ondersteuning verwachten COV-leden voor de uitrol van
het M-decreet? Hoe kunnen personeelsleden uit het buitengewoon onderwijs
bijdragen tot deze ondersteuning? Wat is de toekomst van ons buitengewoon
onderwijs? Hoe voldoen we aan de vraag naar tijd en ruimte voor
professionalisering? Deze en nog een hele reeks andere vragen legden we in
november voor aan onze leden, vakbondsafgevaardigden en bestuursleden.
De vijf debatavonden startten met informatie over de
consultatienota Krijtlijnen voor de uitbouw van een ondersteuningsmodel voor
het gewoon onderwijs, gebaseerd op samenwerking vanuit eigen sterktes van het
gewoon onderwijs en het buitengewoon onderwijs als dienstverlening. We vroegen
de mening van de aanwezige leden over de visie die wij op lange termijn willen
uitwerken om leerlingen en leerkrachten te ondersteunen. Deze ondersteuning is
nodig om het beste onderwijs te kunnen waarmaken voor alle leerlingen en zeker
voor leerlingen met specifieke onderwijsnoden. We kregen tijdens de debatten zeer
veel waardevolle bedenkingen en praktijkvoorbeelden. De resultaten van de
vragenlijsten, de bemerkingen en de inbreng uit gesprekken met personeelsteams
verwerkten we in een standpuntnota die goedgekeurd werd door de COV-raad.

Het COV onderschrijft nog steeds zijn protocol bij de
onderhandelingen van het M-decreet: Al verschillende regeerperiodes is de
Vlaamse regering op zoek naar hoe ze meer leerzorg en zo een meer inclusief
onderwijs voor leerlingen met noden kan realiseren. Aan de basis van het niet
slagen ligt het blijvend ontbreken van een degelijk budgettair kader, het
gebrek aan individuele ondersteuning, het risico op overbevraging, het gebrek
aan een plan en middelen voor competentieontwikkeling en het niet-verlenen van
de waarborgen die het VN-verdrag voorziet. Wil de overheid nog realiseren dat
leerlingen met specifieke onderwijsbehoeften ten volle, effectief en op voet
van gelijkheid met anderen kunnen participeren aan school- en klasgebeuren, dan
zal een oplossing geboden moeten worden aan de gekende knelpunten.
Complex probleem
Met het M-decreet werd de bewuste keuze gemaakt om een
aantal maatregelen te nemen met betrekking tot het onderwijs aan leerlingen met
specifieke onderwijsbehoeften in het gewoon en buitengewoon onderwijs. Dit was
een eerste stap en in afwachting van de realisatie van leerzorg op de langere
termijn omdat door het budgettair kader en de complexiteit verdere stappen
niet mogelijk waren. Intussen is onvoldoende aangetoond dat al inhoudelijk
stappen werden gezet. Het ontbreekt momenteel aan (voortgangs-)rapporten en
signalen die het tegendeel bewijzen.
De complexiteit en het ontbreken van voldoende budget zijn
voor het COV struikelblokken in dit dossier.
De gematigde visie op
inclusie - gewoon onderwijs waar het kan, buitengewoon onderwijs waar het
moet - mag geen alibi zijn om niet voldoende te investeren in de ondersteuning
zowel in gewoon als buitengewoon onderwijs. Budgetneutraal is daarom geen optie. Ook de
verdere uitbouw van het zorgbeleid vraagt bijkomende investeringen. De
knelpunten van het M-decreet zijn nog zeer actueel: ontbreken van budgettair
kader, gebrek aan individuele ondersteuning, risico op overbevraging, gebrek
aan een plan en middelen voor professionalisering. Deze knelpunten, zeg maar
gerust obstakels, moeten eerst weggewerkt worden.
Het water staat ons aan de lippen
Nu de personeelsleden en scholen de werkelijke impact van de
uitrol van de maatregelen van het M-decreet beginnen te voelen wordt het
draagvlak er niet groter op. Integendeel. De meest gehoorde zin van
personeelsleden en directies uit zowel het buitengewoon als gewoon onderwijs
is: Het water staat ons aan de lippen. Onze leraren zijn veranderingsbereid,
onderzoek toont dit aan. Leraren willen de veranderingen doen waarvan ze
verwachten dat ze beter zijn voor elk kind. Deze stelling werd herhaaldelijk
bevestigd in onze gesprekken met de personeelsleden. Onderwijspersoneel wil het
goede voor elk kind, ongeacht specifieke leerbehoeften, en wil zich daarvoor
actief inzetten.
Daarom treffen de veelgehoorde eenzijdige analyses en
verwachtingspatronen hen. Deze leggen de nadruk op veranderingsprocessen via
mindshift of attitudeverandering. Politiek is het goedkoop om te herhalen
dat vooral de leraar het verschil maakt. Maar politici moeten dan ook de
verantwoordelijkheid nemen om de condities te creëren die nodig zijn om tot een
veranderingsproces te komen. Een goede hervorming dient structureel de
onderwijsprofessional, de school als organisatie en de ondersteuning te
versterken.
Het M-decreet heeft het veld in de chaos geduwd. De
onzekerheden die er zijn voor de leerlingen én voor het onderwijspersoneel, het
ontbreken van versterkende maatregelen doen het draagvlak verder dalen. Hoog
tijd om de beloftes die elke partij deed tijdens de parlementaire debatten waar
te maken. Alle partijen hebben heel duidelijk het engagement uitgesproken dat
die extra middelen er in de volgende legislatuur ook zullen komen als zou
blijken dat ze nodig zijn, aldus Pascal Smet op 12 maart 2014.
Hooggespannen
verwachtingen
Vertrekkend vanuit de
consultatienota zal de Vlaamse regering een visie voor de toekomst ontwikkelen.
Deze wordt aangekondigd via een conceptnota op 23 december 2016. Pas dan zal
het veld zich werkelijk kunnen uitspreken voor of tegen de weg die de
ondersteuning zal uitgaan. Of op 23 december die belofte wordt waargemaakt
kunnen we nu nog niet voorspellen. De verwachtingen van het onderwijspersoneel
zijn alleszins hooggespannen. Er is nood aan duidelijkheid. De gemoederen raken
verhit. Het personeel van het buitengewoon onderwijs voelt zich aan de kant
gezet. Het personeel van het gewoon onderwijs twijfelt aan de wijze waarop de
ondersteuning zal georganiseerd worden. Zonder middelen en omkadering lukt het
niet.

Als aan die voorwaarden niet kan voldaan worden, moet je
hiermee niet verder gaan. We doen zoveel onrecht aan kinderen én personeel.

Behoud van het buitengewoon onderwijs
Door de
toenemende individualisering en de daaraan gekoppelde logica van
dienstverlening, komt de maatschappelijke opdracht van onderwijs in het gedrang.
Die opdracht is elk kind maximale kansen bieden op vorming. Het is dan de taak
van het onderwijs om zoveel mogelijk leerlingen een basisvorming
(gemeenschappelijk curriculum) aan te bieden met het oog op volwaardige
participatie aan de maatschappij. Inclusief onderwijs houdt natuurlijk rekening
met verschillen en sluit differentiatie niet uit. Maar een te sterke focus op
verschilen differentiatie dreigt de
school aan te tasten. Als kinderen en jongeren de kans op basisvorming ontnomen
wordt, krijgt de samenleving ook geen kans meer zichzelf doorheen de komende
generatie te vernieuwen.
Voor COC is
onderwijs dus een collectief gebeuren dat jonge mensen in groep benadert en
vormt. Cruciale vraag bij het uittekenen van een nieuw ondersteuningsmodel is
wanneer het gemeenschappelijk curriculum verlaten wordt. In het gewoon
onderwijs moet de norm zijn dat een leraar met de klasgroep op een normale
manier de eindtermen kan bereiken. Met de leerlingen die extra ondersteuning
nodig hebben én de andere leerlingen die ook recht hebben op goed onderwijs.
Aanpassing aan de individuele (leer)behoeften van leerlingen mogen de
collectieve vorming van de klasgroep niet in het gedrang brengen. (NvdR: als
inclusieleerlingen te weinig profijt kunnen halen uit het volgen van de gewone
lessen, dan horen ze dus niet thuis in het gewoon onderwijs.)
In de
gespecialiseerde setting van buitengewoon onderwijs kan het onderwijs meer
geïndividualiseerd worden benaderd. Het welbevinden van leerlingen is een
belangrijke voorwaarde om leerlingen bovenop hun beperking te laten uitstijgen
en hen tot leren te brengen. In het buitengewoon onderwijs hoeven zij hun recht
op verschil niet op te eisen. Het wij-gevoel is hier een andere vorm van
inclusie.
Stel nu nog dat
voldoende middelen voor het nieuwe ondersteuningsmodel geen issue zouden
zijn, dan is de illusie wekken dat het gewoon onderwijs mét ondersteuning een
volwaardig of zelfs beter alternatief is voor buitengewoon onderwijs, het
bewust of onbewust nastreven van politiek-maatschappelijke doelstellingen
waarbij men vergeet dat het buitengewoon onderwijs een betere omkadering
heeft met een multidisciplinair team, kosteloos therapieën zoals kiné en logo
aanbiedt tijdens de schooluren, een aangepaste infrastructuur heeft, over aangepaste
materialen beschikt en nauw samenwerkt met welzijnsvoorzieningen. Van kleine
aardappelen kan je dus nooit frieten maken, zoals een bestuurslid van COC het
onlangs uitdrukte.
Inclusief onderwijs is duur
De vraag naar
effectieve ondersteuning in het gewoon onderwijs is groot, maar vandaag zijn de
bevroren GON-middelen en de middelenvan
de tijdelijke waarborgprojectenabsoluut
ontoereikend. Op 1 september 2017 een nieuw ondersteuningsmodel invoeren zonder
extra middelen is totaal niet haalbaar of realistisch.
Meer inclusief
onderwijs is per definitie een duurder systeem omdat de middelen verneveld
worden over het gewoononderwijs in
plaats van ze geconcentreerd en efficiënt in te zetten in het buitengewoon
onderwijs. M-leerlingen zitten verspreid in scholen voor gewoon basisonderwijs
of gewoon secundair onderwijs en daardoor wordt de ondersteuning uit het
buitengewoon onderwijs ook versnipperd ingezet. Als de overheid zich in 2009
hiertoe verbonden heeft door de bekrachtiging van het VN-verdrag inzake de
rechten van personen met een handicap, moet ze dus een duurder kostenplaatje
aanvaarden.
Ondersteuning op de klasvoer
Naar inhoud van
ondersteuning zijn het huidige geïntegreerd onderwijs (GON) en de tijdelijke
waarborgprojecten twee zijden van een zelfde medaille. Voor COC is het dan ook
logisch dat de aanwending van de GON-middelen en de waarborgmiddelen naar
elkaar toe evolueert. Alhoewel de GON-begeleiding in de praktijk sterk
leerlinggericht bleek te zijn, behoorde ondersteuning van de leraar, het
lerarenteam, de klasgroep en de ouders... ook tot de mogelijkheden.In de waarborgprojecten wordt de focus
verlegdnaar de ondersteuning van de
leraar en het systeemversterkend werken. Volgens COC hoeft de slinger niet door
te slaan van het ene uiterste naar het andere en zal er afhankelijk van de
concrete situatie een evenwicht moeten gezocht worden in de focus van de
ondersteuning. Het belangrijkste is dat de ondersteuning zich situeert op de
klasvloer.
In de context van
het M-decreet moet de kwetsbaarheid van het individueel functioneren van de leraar
doorbroken worden door zijn professionele autonomie te versterken. Daartoe
heeft hij recht op professionele ondersteuning door collegas uit het
buitengewoon onderwijs. Nu voelen leraren zich opgejaagd wild. Zonder dat hun
inbreng gevraagd wordt, zijn ze de laatste schakel in een ondersteuningsmodel
met doorgeefluikendat vooral extra
taken voor de betrokken leraar met zich meebrengt. Toch is het de leraar van de
klas die het moet doen. Hij wil niet verworden tot een uitvoerder. Een juf in
het gewoon basisonderwijs getuigt dat ze een leerling met een individueel
aangepast curriculum (IAC) geen aparte oefenblaadjes meer moet geven. Ze kreeg
te horen: Doe maar alsof, ook al kan het kind niet mee met de groep. Zo
worden leraren gekrenkt in hun beroepsfierheid. Men wil hun laten geloven dat
inclusie betekent: alles zo gewoon mogelijk terwijl écht inclusief onderwijs
aan elk kind een eigen en gewaardeerde plaats wil geven, hetzij in het gewoon
onderwijs, hetzij in het buitengewoon onderwijs. Leraren gewoon onderwijs
zullen bereid zijn om een ondersteuning toe te laten in de klas of in het praktijklokaal
als ze collegiaal overleg op basis van gelijkwaardigheid kunnen plegen. Voor
deze collegiale ondersteuning moet er ruimte zijn binnen de opdrachtvan de leraar zonder dat dit tot een
taakverzwaring leidt(NvdR: illusie?).
Hiermee raken we aan het loopbaandebat en aan de vraag hoe het nieuwe
ondersteuningsmodel het beroep van leraar aantrekkelijker zal maken. Een
lerarenteam moet zich immers kunnen wijden aan zijn kernopdracht van vormend
onderwijs.
Ondersteuner: een aantrekkelijk beroep
De
waarborgondersteuners die het schooljaar in tijdelijke projecten werken, zijn
ingestapt op basis van vrijwilligheid en gemotiveerde keuze. Toch loert het
gevaar om de hoek dat een personeelslid buitengewoon onderwijs bij een dreigende
ter beschikking stelling wegens ontstentenis van beroep (TBSOB) de facto
onvrijwillig gaat ondersteunen in het gewoon onderwijs. Voor COC is het een must
dat het principe van vrijwiligheid gewaarborgd wordt in het nieuwe ondersteuningsmodel.
Collegiale ondersteuning en het coachen van volwassenen is immers een andere
opdracht dan lesgeven of begeleiden in het buitengewoon onderwijs. Sommige
collegas voelen zich hiertoe geroepen en zien het als een nieuwe uitdaging,
mar anderen zegt het totaal niets omdat hun hart bij hun leerlingen en
collegas in het b.o. ligt. COC komt ook op voor wie zich niet geroepen voelt
om in het nieuwe ondersteuningsmodel te stappen en vraagt aan de overheid
bijkomende alternatieven voor het onderwijspersoneel waarmee het b.o. verder
inkrimpt.
Het nieuwe
ondersteuningsmodel heeft maar kans op slagen als ondersteuner een
aantrekkelijk beroep wordt. Hierbij zijn een aantal aspecten van belang: de
inhoud van de opdracht, de arbeidsvoorwaarden, de arbeidsverhoudingen en de
arbeidsomstandigheden. Ook de specifieke context van het basisonderwijs
enerzijds en het secundair onderwijs anderzijds mogen niet uit het oog verloren
worden. In welke mate heeft de ondersteuner kennis nodig van de eindtermen en
de curricula in het gewoon onderwijs? In welke mate heeft een ondersteuner in
et gewoon secundair onderwijs vakinhoudelijke en didactische kennis nodig?
Anderzijds komt er in het buitengewoon onderwijs een ruime waaier van
personeelsleden potentieel in aanmerking om ondersteuner te worden: niet alleen
leraren algemene sociale vorming (ASV), maar ook leraren beroepsgerichte vorming
(BGV), paramedisch personeel (kiné, logo, ...), orthopedagogen, psychologen.
COC stelt voorop dat de toekomstige ondersteuners ruime ervaring hebben
opgebouwd in het buitengewoon onderwijs. In hethuidige GON weten we immers dat het uitsturen van jonge, onervaren
krachten een valkuil is. De implementatie van het nieuwe ondersteuningsmodel
moet ook zorgvuldig voorbereid, gefinancierd, ondersteund en begeleid worden op
het terrein. Dit houdt onder meer tijd en middelen voor vorming van
personeelsleden waarbij bijvoorbeeld de ondersteuners voorbereid worden op hun
nieuwe opdracht om volwassen te coachen. COC wil mee aan tafel zitten wanneer
de statutaire rechten, de prestatieregeling de vergoeding van de onkosten ...
kortom de arbeidsboorwaarden voor de ondersteuners uitgewerkt worden.
COC waarschuwt voor schijninclusie
Eén of meer
organisatiemodellen voor de ondersteuning van het gewoon onderwijsmoeten voortvloeien uit een duidelijke visie
op inclusief onderwijs. COC pleit voor het voortbestaan van het buitengewoon
onderwijs als fysieke lesplaats en voor ondersteuningsteams die verankerd zijn
aan het buitengewoon onderwijs. De band met het b.o. mag dus niet onderbroken
worden. De huidige GON-begeleiders, competentiebegeleiders en waarborgondersteuners
getuigen dat hun opgebouwde expertise en ervaring met b.o. vervliegt wanneer
zij permanent in het buitengewoon onderwijs vertoeven. Zij vragen structureel
ingebouwde momenten van intervisie met collega-ondersteuners en mogelijkheden
om de voeling met het b.o. te behouden. Ook deelname aan nascholing en
pedagogische studiedagen is hierbij belangrijk opdat de toekomstige
ondersteuners zich verder professioneel zouden kunnen ontwikkelen en
ontplooien.
De evaluatie van
de prewaarborg in het basisonderwijs leert ons dat we niet in de expertval
mogen trappen. Idealiter plegen leraren gewoon onderwijs en ondersteuners
buitengewoon onderwijs collegiaal overleg op basis van gelijkwaardigheid. Dit
impliceert dat we niet mogen vertrekken van een ondersteuningsmodel met expertisecentra.
Collegiale ondersteuning houdt het ontwikkelen in van professionele leergemeenschappen
tussen het gewoon onderwijs enerzijds en het buitengewoon onderwijs anderzijds.
COC is verontwaardigd
dat er nu al in het onderwijsveld homogene M-klassen gevormd worden met de middelen
van de omkadering van gewoon onderwijs. Deze schijninclusie is een ongewenst
neveneffect van een ondersteuningsmodel waarin te weinig middelen geïnvesteerd
worden. Daar tekent COC niet voor!
P.S. We merken
dat de visie van de COC-lerarenvakbond in sterke mate afwijkt van deze van de
katholieke onderwijskoepel. Het
verwondert ons wel dat de COC met geen woord rept over de ontwrichting in het
buitengewoon onderwijs als gevolg van de invoering van het M-decreet. We vinden
ook dat de COC veel aandacht moet schenken aan de ontwrichting van het buso
waar de meeste inclusieleerlingen terecht zullen komen.

'In brieven van jongeren uit jaren zestig en zeventig zijn nauwelijks spelfouten te vinden'
Op dit moment werk ik aan een vergelijkende studie van dossiers van jongeren die in gesloten kinderbeschermingsinstituten werden opgenomen tussen 1960 en nu. In die dossiers zitten kopieën van brieven die ze hebben geschreven aan hun ouders of vriendjes. Ik kwam onverwachts tot een verbazingwekkende ontdekking. In de brieven van jongeren uit de jaren zestig en zeventig zijn nauwelijks spelfouten te vinden.
Deze half debiele jongens en meisjes schreven beter dan de hoger opgeleiden van tegenwoordig. Onlangs kreeg ik nog een rapport onder ogen van een maatschappelijk werkster die schreef dat ze nog altijd geen antwoordt (sic, wordt door de spellingscontrole van haar pc niet ontdekt) had gekregen . Ook op de universiteit moest ik werkstukken van mijn studenten erg vaak corrigeren op spelfouten.
(Commentaar: in Vlaanderen spoorde Onderwijskrant de leerkrachten aan om lippendienst te bewijzen aan de sterke relativering van spelling in het leerplan lager onderwijs van 1998.. We stimuleerden ook uitgeverijen om systematische spellingpakketten te ontwerpen en werkten er aan mee. Zo konden we de achteruitgang van de spelling afremmen.)
Dit onverwachte onderzoeksresultaat heeft mij aan het denken gezet. Een sterker bewijs van de neergang van ons onderwijs is niet te vinden. Wat is er met ons onderwijs gebeurd? Waarom konden de leerkrachten tot in het midden van de vorige eeuw ook hun zwak begaafde leerlingen de noodzakelijke taalvaardigheden bijbrengen en waarom lukt dit nu niet meer?
... Het zijn de leerkrachten die het slachtoffer zijn van een desastreus onderwijsbeleid en wereldvreemde onderwijskundigen, waardoor ze minder goed kennis en vaardigheden kunnen overdragen. Het is makkelijker de oorzaak van falend onderwijs te zoeken bij stoornissen in het kind, dan de hand in eigen boezem te steken.
Sinds mei 1968 wordt de wezenlijke opdracht van het onderwijs aan de kant gezet Kennisoverdracht is de essentiële taak van het onderwijs. De leerlingen moeten eerst en vooral leren kritisch te denken, wat uiteraard niet lukt als ze geen basiskennis hebben. De lessen moeten de interesses van de leerlingen als uitgangspunt nemen. (Commentaar: in Vlaanderen bewezen de leerkrachten m.i. meer lippendienst aan de vele hypes dan in Nederland.)
Linkse utopie
Deze linkse utopie moest realiteit worden en nu zitten we met de brokken. Het ministerie van Onderwijs is decennialang het slachtoffer geweest van links bestuur dat streefde naar gelijkheid van alle leerlingen. Het resultaat is dat er nooit meer ongelijkheid is dan nu. Het zijn de allochtone leerlingen die er dubbel het slachtoffer van zijn.
(Commentaar: kansarme leerlingen zijn inderdaad het meest de dupe van de daling van de eisen en van het niveau, van nefaste didactische aanpakken ...)
De onderwijskundigen hebben zich laten leiden door het Anglo-Saksisch model (o.m. constructivistische en competentiegerichte aanpak). Wat kwam uit Amerika en Groot-Brittannië was modieus en empirisch bewezen. Precies in deze landen is de sociale ongelijkheid het grootst. Nu gaan we hier op het Europese continent dezelfde weg op. Vooral de allochtonen en kinderen uit de arbeidersklasse zijn hiervan de klos.
Gymnasium (aso) Mijn eigen kinderen zaten destijds gelukkig op een gymnasium. Dat was in de tijd dat gymnasia nog zelfstandige scholen waren die een eigen beleid konden voeren. De leraar Engels trok voor elke taalfout één punt af. Vijf fouten in een lang dictee of opstel betekende dat je was gezakt. Het hoeft niet gezegd dat mijn kinderen perfect Engels schrijven en spreken. In dat gymnasium hadden de leerlingen geen tijd om in de klas in kringgesprekken met elkaar te leuteren of op een pc te zoeken naar informatie die niet beklijft omdat ze er nauwelijks inspanning voor moeten doen.
Voor drukke, zogenaamde adhd-kinderen is het een ramp te moeten leren in een rumoerige klas met kinderen die in kleine groepjes samenwerken en om de haverklap naar de boekenkast sprinten of aan hun vriend-begeleider vragen gaan stellen. Deze kinderen hebben een, liefst mannelijke, leerkracht nodig die de klas onder controle heeft, die niet onmiddellijk hysterisch begint te gillen bij het minste gewriemel, maar zelfverzekerd en met gezag zegt waar het op staat.
De remedie voor al het onheil dat het links onderwijsbeleid heeft aangericht is vrij simpel. ... Maak van de klas een kloosterachtige ruimte of iets dat lijkt op een schilderij van Pieter Saenredam. Het accent moet namelijk liggen op luisteren, leren en zelfreflectie. De leerkracht staat vooraan in de klas en geeft op een ouderwetse manier les. Kinderen moeten opnieuw lange gedichten, de tafels van vermenigvuldiging en andere parate kennis uit het hoofd leren. Basisvaardigheden in taal en rekenen worden erin gedramd. Het accent ligt op discipline, want alleen in een stille klas kan goed worden nagedacht. De leraar is ook een goede verhalenverteller, die enthousiast zijn kennis over literatuur, cultuur en wetenschap overdraagt.
In het kort gezegd: de school moet een plek worden waar de kinderen voor even bevrijd zijn van het bombardement van afleiding, nutteloze informatie en wansmakelijke, kitscherige games. In de klas kunnen ze zelfstandig hun eigen creatieve mogelijkheden en talenten ontplooien. En de leerkracht? Die moet gewoon iemand zijn die onze kinderen binnenleidt in de tempel van de nimmer overtroffen Europese beschaving.

When it comes to assessing school policies and interpreting observed trends, a major problem arises in sociology. In fact, the measurement of inequality of opportunities and its evolution over time is one of the most complex issues that sociology of education has to resolve. There are just as many ways of solving this problem as there are ways of conceiving of equality between social groups.
Each measure of inequality supports an argument and is linked to a particular aspect of inequality. However, as far as the evaluation of democratization policies are concerned, once the problems posed by quantitative democratization (access to education) have been overcome to a large extent, we turn our attention to a new, very precise object. We wonder if the social groups which had the lowest level of access to education in the systems previous state have progressed relatively better than the others.
Concluding remarks
Evaluating educational policies may often depend on being able to grasp the changes that affect the selection processes underlying inequality of educational opportunity. In this respect, it is important keep to a reference mark that retains a stable meaning with regard to the results of microsociological processes of selection, when overall access to the various educational levels under study varies.
This is why we propose to interpret the effects of school policies in France by measuring inequality in the selection process. The method of measurement used here, which offers a solution to such issue and which is insensitive to margins, led to questioning some of the best known assessments previously argued with regard to generative mechanisms of inequality of educational opportunity in France.
We were able to show that access to secondary education had been accompanied by a real reduction in the inequality of the selection process, and that this reduction had been fairly steady throughout the 20th century up to the enrollment in secondary education of a whole age group.
In other words, we observed no threshold effect suggesting the inherent injustice of selective processes giving priority to children from advantaged social categories. Rather, we observed an increase in investment by all social groups in education, which confirms, at least on this point, the premises of the theory of modernization.
We also showed that, unlike the results of analyses based on ad hoc indices, the expansion of higher education was accompanied by a weakening of inequality at selection revealing, as was the case for access to secondary education, a change in its role in the general economy of the French education system.
These results invalidate in particular the old neo-Marxist assumptions of a stabilization, or even a worsening of inequality in the selection process following the increased numbers of places in academic pathways.
These developments, which were allowed by the gradual integration of the education system - the different levels of primary, secondary and higher education being placed in logical continuity with one another - are correlated to the economic transformations that occurred throughout the 20th century and their impact on both the demand and the supply of education.
These results corroborate the founding premises of Linégalité des chances (Boudon 1972), by showing that the evolution of families situations of choice (higher economic levels and corresponding investment in school) has probably had a major impact on the weakening of inequality of opportunity in the selection process (here, for access to secondary and higher education).
We have shown, moreover, that the important educational and structural reforms of the1980s-90s, carried out in the name of democratization of the education system and involving a weakening of the curriculums academic requirements and the explicit norms of educational achievement, had no positive effect on inequality in the selection process for secondary education, and even reinforced it. In this regard, we had to separate the cases of girls and boys from disadvantaged categories. The progress of the girls, through technological and professional baccalaureates in particular, appears to be a consequence of their increased investment in education. The tendency toward reinforced inequality in the selection process for boys regarding access to these same pathways could be the consequence of a decrease, between the two cohorts, in the relative educational achievement of the least successful population.
These developments in the inequality of boys in the selection process for access to the major types of baccalaureates can be substantiated by theories and research based on a rational conception of the social actor. In the words of James Coleman (1990: 29), the relative intensity of the convergent school influences and the divergent out-of-school influences determines the effectiveness of the educational system in providing equality of educational opportunity.
In fact, these theories and research reveal that convergent school influences increase when school develops clear selection processes, explicit norms of educational achievement and knowledge. These factors of educational achievement were revealed very early on by Cherkaoui (1972) using data from the International Project for the Evaluation of Educational Achievement in 1970-71.6
Comparing education systems teaches us that the more the academic criteria for selection are visible, explicit and immediately intelligible, the greater the precision of forecasts, risks are therefore reduced, investment in studies appears to be more justified and, finally; the success of students from the working classes is greater. Conversely, the more these rules are invisible, the greater the risks, the more important the phenomena of withdrawing pupils from disadvantaged classes and the lower their academic success. (Cherkaoui 1979 : 202).
The French system has tended to develop during the period separating the two cohorts in the direction of greater opacity of its operating standards, corresponding to educational transformations made in the name of success for all, which have led to a weakening of the academic requirements of educational programs, and the explicit and structured character of the teaching (Bulle 2009).
Finally, we believe we have shown the importance of understanding the results of microsociological processes of selection on the basis of a simple model, such as the one that the measure used here is based on. It offers the advantage of overcoming preconceived ideas relating to the processes that underpin the democratization of education systems, often biased by evaluative and political presuppositions. In future, its use could support more reliable interpretations of the effects of school policies and, in so doing, truly enlighten the latter.
Pour être plus juste, lécole doit servir sa mission fondamentale! Le développement intellectuel et culturel.

Lécole est entravée dans sa mission parce quelle tend, dans son combat affiché contre les inégalités, à nier idéologiquement ou à méconnaître deux réalités, celle premièrement de la dynamique véritable du développement humain, et deuxièmement celle de la diversité humaine.
Nous avons été, en Europe, mais tout particulièrement en France, le cur de la pensée éducative occidentale. Notre culture pédagogique était si solide que, lors de la généralisation de léducation formelle par les lois Ferry, nous avons été en mesure de former dexcellents maîtres et de bâtir un enseignement élémentaire dune qualité exemplaire. Cette culture pédagogique, centrée sur la formation rationnelle, a fait la force de notre système éducatif, lui a permis de rester performant alors même quil se laissait progressivement gagner par la politique, en un sens réducteur et, aveuglément, par une conception quasi-religieuse du rôle de lécole dans la société.
Ces évolutions contemporaines donnent peu de prise à la critique. Les transformations constantes de notre système éducatif alimentent lillusion de son adaptation aux besoins économiques et sociaux de notre temps. Les sciences humaines et sociales proposent à son sujet des diagnostics dominés par des partis pris, largement convergents.
Les idées les plus simplificatrices sont véhiculées, quasiment à lunisson, par les médias. Elles relayent des antinomies factices qui font obstacle à toute réflexion ou débat, telles que savoirs versus compétences, formation par les disciplines versus activité des élèves, enseignement traditionnel versus moderne, etc. .
La preuve de la valeur du modèle éducatif dun pays nest ni le bonheur à court terme de ses enfants, ni les réponses quils sont en mesure dapporter à des QCM, mais la capacité de ces enfants mêmes, une fois adultes, à assurer la prospérité de leur pays, en étant des créateurs de valeur, dans tous les domaines et à tous les niveaux.La grande question éducative aujourdhui, celle qui engage lavenir intellectuel, économique et social de notre société, pourrait être la suivante : vivra-t-on demain du tourisme organisé dans le musée France ou poursuivra-t-on dans la voie passée en faisant encore partie des premières puissances économiques et intellectuelles du monde présent ? Lenseignement est notre potentiel de sauvegarde et de développement. Cest lintelligence et la propriété intellectuelle quil permet de développer qui sont nos plus grandes valeurs et peuvent assurer un avenir à notre modèle social.
En revanche, en suivant les voies prises, et je mintéresserai principalement aux enseignements primaire et secondaire, notre système na aucun avenir. Je dégagerai 3 priorités pour que lécole se réapproprie sa mission de formation intellectuelle et culturelle sans prétendre être exhaustive.
1 La formation intellectuelle et culturelle doit être prioritaire sur léducation.
Entendons-nous bien, éducation et formation intellectuelle ne sopposent pas, mais elles tendent à être opposées par les interprétations non pas participatives mais niveleuses de la démocratie. Le rapport de la formation intellectuelle et culturelle à léducation renvoie à un débat maintenant ancien, et pourtant inépuisé.
Des catégories anthropologiques ont envahi à ce sujet le vocabulaire de léducation. La socialisation sest substituée à lintégration, la culture commune préparant à mener sa vie dans la société, à la culture générale fondant lautonomie du jugement par la connaissance.
Pour le philosophe John Dewey, une culture conçue comme raffinement interne de lesprit soppose à une disposition socialisée. Lhomme est ainsi réduit à sa dimension sociale. On normalise le citoyen démocratique. Il doit être, dune manière concrète, tourné vers le monde extérieur, vers les autres.On ne jure plus que par les activités collaboratives, etc. Et lécole meurt, on la vu, de la suspicion qui la ronge de privilégier des cultures particulières et de faillir à sa mission éducative générale en se faisant un vecteur majeur de la construction des inégalités sociales.
Tant que nous penserons que les inégalités sociales se construisent à lécole et par lécole, tant que nous oublierons le contexte social plus large où, quelle que soit lécole et aussi bonne quelle soit, se construisent des différences et des inégalités qui dépassent sa portée,[9]nous affaiblirons sa capacité à jouer son rôle pédagogique véritable, au sens large, son rôle de transmission culturelle et de formation intellectuelle et nous la rendrons plus profondément inégalitaire.
La question est de savoir si nous formerons demain uniquement des frustrés de lécole, simples utilisateurs des nouvelles technologies, consommateurs sans esprit critique, professionnels étroits, ou à tous niveaux des êtres humains et des professionnels accomplis, éclairés, et responsables.
En se détournant de ses finalités premières, lécole sest engagée sur la première voie : celle des minima transformés en objectifs, tels quartificiellement définis par lactuel « socle commun de connaissances et de compétences »; sur la voie du baccalauréat donné, de labandon de leffort intellectuel et des apprentissages par les savoirs formels, en témoignent des programmes éducatifs vidés de leur substance et des manuels doù tout exposé systématique disparaît au profit des images; la voie aussi de la professionnalisation étroite des cursus au détriment de leur intérêt et de leur richesse ; la voie enfin du pilotage par les chiffres plutôt que celle de la formation des hommes. Pour répondre à de pseudos minima éducatifs, lécole abandonne lobjectif damener chacun à son potentiel maximum. Les entreprises savent, elles, que les individus qui les composent sont leur valeur. Leur intérêt premier est dinvestir sur les individus et non sur la production. De manière plus fondamentale, un impératif politique est de penser que les membres dun pays sont sa richesse.
Dans cette optique, lécole doit être campée sur sa mission intellectuelle et culturelle générale, et fédérer autour delle les élèves et le corps professoral. Elle doit leur offrir un environnement structuré, centré sur le travail, enthousiasmant pour eux. Un tel recentrement de lécole sur ses fins profondes est son plus grand défi.
2 - Les apprentissages intellectuellement les plus formateurs doivent avoir priorité sur les compétences fonctionnelles supposées plus directement utiles.
Les idées dapprentissage par lexpérience et de mise en situation, aujourdhui mobilisées, sappuient sur une psychologie dérivée du darwinisme.[10]Le développement intellectuel est supposé sinscrire dans la continuité du développement biologique.Cette voie est empruntée par une majorité des courants qui se disent modernes en éducation. Suivant linspiration adaptative de ces courants, léducation intellectuelle doit reposer sur lactivité propre de lindividu mis en situation de réagir à des problèmes pour atteindre les fins pratiques quil poursuit.
Dans cette perspective, les savoirs auraient avant tout un rôle opérationnel, et cest à travers ce rôle pratique quils susciteraient lintérêt des élèves. Pour cela, il sagit donc de leur faire apprendre en faisant, learning by doing. Laccent est mis sur les processus, sur les modes de fonctionnement, plutôt que sur les savoirs eux-mêmes.
Ce qui est cohérent avec la substitution de léducation à la formation intellectuelle. Lapprentissage est en effet conçu comme une éducation de lintellect, doù lidée qui domine dapprendre à apprendre et qui fait écho à Rousseau se targuant de ne pas chercher à enseigner la science, mais à former linstrument propre à lacquérir. La tendance aujourdhui est de valoriser des formes dapprentissage fondées sur linteraction. Les solutions aux problèmes posés doivent émerger des discussions de groupe. Le savoir lui-même, quel quil soit, est confondu avec linformation.
Lélève dit-on, doit apprendre à structurer linformation, son « attitude » est tenue pour plus importante que « les connaissances factuelles » quil pourrait engranger ; lenseignant ne doit plus être un « transmetteur dinformation ». Le savoir na pas à être maîtrisé, il doit seulement pouvoir être mobilisé pour la résolution de problèmes. Doù aussi limportance accordée aujourdhui à lidée de compétences qui évoque des savoirs mis en acte, et de manière parfois réductrice, des savoir-faire. A travers lidée de compétence, lesprit est vu comme un activateur de programmes ou de schèmes daction plus ou moins généraux qui apportent des réponses méthodiques à des situations particulières.
En conséquence de ces interprétations adaptatives de la connaissance, il semble impossible de développer des compétences, ou encore de « programmer des schèmes » de pensée, directement par une intervention extérieure. Les schèmes se construisent « au gré dun entraînement, dexpériences renouvelées. » Doù aussi lidée que la transmission engendre la passivité. Les élèves doivent être confrontés à des situations concrètes demblée complexes, les problèmes et non les explications de lenseignant étant supposés présider au développement intellectuel. Doù une justification des enseignements pratiques interdisciplinaires et la diminution drastique des horaires consacrés aux disciplines dans les nouveaux programmes du collège etc.[11]
Toutes ces évolutions, y compris on la vu celles qui donnent la priorité à léducation sur la formation intellectuelle et culturelle senracinent dans lidée dune continuité entre lesprit et la nature. Elles offrent au final une idée quelque peu « robotisée » de lapprentissage qui désenchante lécole.
Une alternative moderne très peu comprise a été développée notamment par le célèbre psychologue russe Lev Vygotsky. Suivant cette alternative, et contrairement aux hypothèses adaptatives, les capacités du raisonnement humain dépendent de la maîtrise de savoirs systématiques ou théoriques. Les savoirs systématiques sont constitués de composants qui tirent leur signification de leurs relations mutuelles, ce sont des intermédiaires abstraits, des outils de généralisation qui ne peuvent être induits directement de lexpérience empirique. Cest leur organisation en système et leur simplicité détachée du réel qui donnerait sa force analytique à la pensée.
Cette voie de la psychologie part du principe que le développement humain a rompu avec la nature, dès lors que les hommes ont développé des facultés récursives, facultés de transmettre des idées décorrélées des situations concrètes, de les imbriquer dans lesprit, de penser des pensées. Elle considère donc quil y a non pas continuité entre nature et esprit, mais deux voies de la connaissance qui interagissent dans le développement humain, une voie logique, théorique, ou encore inférentielle, et une voie empirique, concrète. Suivant ces vues, la tête bien faite dépend avant tout non pas des habitudes de résolution de problèmes en situation, mais de lintériorisation intelligente des savoirs systématiques par les individus.
Ce qui compte cest la compréhension de ces savoirs en tant que systèmes cohérents, et celle des liens quentretiennent ces systèmes avec le monde. Ce ne sont pas de simples contenus de pensée, de linformation, ils jouent un rôle logique structurant dans la pensée, ils fondent les capacités réflexives des individus. Il existerait donc non pas une continuité entre nature et esprit, mais une harmonie logique entre savoir et pensée. Cette différence est fondamentale car son incidence sur le rôle de lécole et la conception des curricula denseignement est immense.
Au lieu de se fonder sur des activités « concrètes », et aller à cet égard du complexe (concret) vers le simple, lapprentissage intellectuel doit aller du simple, élémentaire, vers le complexe. Il doit permettre une intériorisation, ou encore une reconstruction du savoir, au cours de laquelle ce dernier nest ni un simple contenu à apprendre, ni un outil pour agir, mais un support de signification, un outil intellectuel dynamique.Parce quils se développent sur la base de la construction dun maillage de concepts, les savoirs organisés, systématiques appellent naturellement des explications verbales, un enseignement explicite. Et parce que cet enseignement est explicite, il doit être élémentarisé et développé progressivement pour sappuyer sur les acquis des élèves et rester à leur portée. Ce que nous apprend tout particulièrement la psychologie de Vygotski, malheureusement dévoyée par la littérature de seconde main,[12] cest que le processus dapprentissage scolaire est voué spécifiquement au développement des savoirs systématiques ou théoriques, et que ces savoirs engagent, à linverse des idées communes développées à leur sujet, une augmentation du potentiel dapprentissage et de compréhension.
La compréhension rationnelle élémentaire, en appelle à ce que lon peut nommer la grammaire dune discipline. A contrario, labsence de cette grammaire sous-tend les apprentissages mécaniques, non seulement peu efficaces et sans valeur développementale, mais sources déchecs.
On voit que, selon le parti pris psychologique, ce qui est actif et développemental est inversé. On peut craindre par exemple que certaines propositions individuelles en mathématiques ne puissent jamais être réellement comprises à moins que certaines idées clés des mathématiques comme structure soient elles-mêmes comprises. Cet apprentissage de la grammaire dune discipline, comme lévoquait dans les années soixante un philosophe de léducation américain, Paul Hirst, ne peut être réalisé de manière adéquate que si lenseignement dans son ensemble la respecte implicitement, ce qui a des conséquences importantes sur la qualité académique du corps professoral.
3 - Les réalisations individuelles doivent avoir priorité sur les solutions massifiantes
Un défi de lécole est de donner à chacun, indépendamment de son milieu dorigine, les plus grandes opportunités de réalisation, autrement dit les plus grandes chances dans la vie.
Une approche intéressante à cet égard est celle des capabilités développée par le prix nobel déconomie, Amartya Sen. La notion de capabilité renvoie aux possibilités concrètes que les individus ont de saccomplir, ou encore de mener une vie digne dêtre vécue. La notion de capabilité renvoie à leur qualité en tant quacteurs de leur vie, autrement dit aux valeurs, au type de vie et à la réalisation des objectifs quils ont des raisons de valoriser. Elle invite à repenser les finalités des politiques menées, en sintéressant aux aspirations et aux priorités personnelles des individus. En matière déducation formelle, la justice sous langle des capabilités sintéresse aux chances données aux individus, non pas daccéder aux statuts sociaux les plus élevés, ce qui na de sens que statistique, mais de développer les potentiels et daccéder aux niveaux déducation leur permettant de mener la vie qui est à leur portée et quils choisiraient de vivre.
Cela exige, en premier lieu, une réussite des premiers apprentissages à laquelle on ne peut surseoir sans mettre en péril les devenirs scolaires. En second lieu, loffre éducative doit être rendue plus flexible, sans être pour autant à la carte, elle doit offrir de vraies possibilités dapprofondissements et denrichissements autour dune éducation libérale et polyvalente, sans que soient dévalorisées à cet égard les vocations professionnelles et techniques. Contre tout soupçon dindividualisme, je dirais quun des rôles de lécole est duvrer pour que lambition quelle insuffle aux élèves soit subordonnée à une éthique sociale. Ce nest justement pas en les persuadant, comme on tend à le faire en éludant les buts premiers de lenseignement, que leur valeur est définie par leur employabilité, ou que tout se résume à la place occupée dans le système de stratification sociale.
Comme le disait sur ces sujets le philosophe Alfred Fouillée au 19e siècle, si vous voulez quune montre marche, ne commencez pas à en briser le ressort. Or, le grand ressort ici nest pas le calcul utilitaire, cest le besoin de savoir, de connaître, cest lamour de la vérité pour elle-même, ce souci de vérité dont parle le mathématicien Laurent Lafforgue. Cest par cette curiosité, cette passion que lenseignement aura su faire naître, que peut se développer chez lélève un idéal susceptible dêtre mis au service du bien commun. Lécole, pour créer une société humainement prospère, doit subordonner ses finalités éducatives à un libéralisme de lesprit.
En résumé, pour que notre système éducatif se recentre sur sa mission première, pour quil satisfasse des impératifs dambition pour notre société et pour chacun de ses individus, il faut inverser les priorités définies par la pensée courante : 1- La formation intellectuelle et culturelle doit être prioritaire sur léducation. 2- Les apprentissages intellectuellement les plus formateurs doivent avoir priorité sur les compétences fonctionnelles supposées plus directement utiles. 3- Les réalisations individuelles doivent avoir priorité sur les solutions massifiantes.
Pour mener à bien ces inversions de priorités, quelques conditions simposent : - Se réapproprier la pensée de lécole avec des objectifs à long terme et des hypothèses justes sur le développement intellectuel. On doit se libérer à ce sujet de lemprise des organisations internationales qui ont adopté une conception adaptative anglo-saxonne de lenseignement, et qui tendent à une homogénéisation des systèmes nuisible à terme aux petits pays, dont les ressources majeures sont intellectuelles.
- Promouvoir la qualité de notre corps enseignant. - Enfin, assouplir loffre éducative non pas au niveau des établissements, mais des individus, en maintenant pour tous des attentes élevées, et un fonctionnement clair du système éducatif.

Prof. Nathalie Bulle: La critique néo-marxiste et les progressismes éducatifs Laccélération de lexpansion des systèmes éducatifs dans les années 1960s a suscité la critique néo-marxiste, cette dernière sest faite la critique de toutes les formes de différenciations internes qui conduisaient à un partage des parcours des élèves privilégiant statistiquement certains groupes sociaux, sur le plan de lorientation, sur le plan pédagogique, sur celui des classes ou des établissements.
Rangée notamment derrière le célèbre sociologue français Pierre Bourdieu, cette critique a mis en cause les formes dominantes de la culture scolaire. La profession enseignante sest trouvée ainsi accusée de reproduire par lécole des inégalités contre lesquelles elle pensait au contraire lutter. Cétait lépoque du triomphe des structuralismes et relativismes associés.
Dans ce contexte de forte remise en cause du modèle académique, et du développement de la problématique de léchec scolaire, au besoin amplifiée par les promoteurs des idées nouvelles[7], les approches pédagogiques multiples et variées ont été promues, sous légide dun Freinet, dun Piaget, sous la bannière des pédagogies actives, des pédagogies de projet etc.
Toutes ces approches ont été diffusées au nom de la modernisation et de la démocratisation de lenseignement.
On peut noter cette coïncidence entre la domination de la critique néo-marxiste et la montée institutionnelle des progressismes éducatifs variés. Elle sexplique par une sorte de symbiose idéologique. La première, par sa critique radicale et récurrente du système éducatif, sattaque indéfiniment à toutes les formes dinégalité qui ne manquent pas de se créer.
La seconde, par la réponse radicale quelle offre, proposant une table rase du passé pédagogique et des missions intellectuelles antérieures de lécole, au service dune mission éducative première développée autour de la thématique de la citoyenneté et du vivre ensemble.[9]
Dans ce contexte fortement critique, les changements du système éducatif français depuis les années 1960 et 1970, avant même quun projet de professionnalisation des enseignants du second degré ne se concrétise, révèlent les progrès dune rénovation pédagogique de lensemble du système, touchant les curricula, la pédagogie stricto sensu et les programmes. Ce sont les promoteurs des idées nouvelles qui ont animé les commissions de réforme du système denseignement[10], et en ont inspiré les nouvelles orientations.

Teaching frequently made me unhappy, with its turbulence and drudgery and melodrama, but it fed a hunger that could be sated in no other way.
And it is a hard job. Too many teachers still steer with difficulty past the gnashing, clashing Scylla and Charybdises of difficult behaviour and the Sisyphean problem of workload. Policy churn, syllabuses that strobe past in succession, gimmick-learning, illiteracy the list of bear traps and pitfalls to the perfect classroom can be summoned in an instant.
But it is still a wonderful job. There are few other roles where you can intersect so meaningfully with anothers life; where you can be a small but significant link in a chain that leads to the benefit of others. Where you can give them a gift that really does go on forever, that never runs out, never needs new batteries, and cant be returned: an education. To some children it can seem like finding a tangerine in their stocking, but its not: its stardust. Where else can you help children become adults, and students become scholars?
It isn't a job where you punch out at five o'clock; this is a vocation, like the priesthood or the circus. You have to love your subject, love working with kids, and love teaching them. If you don't, you won't ever be truly happy doing it. But if you do, then diamonds and rubies.
You might never transform every child's life, but that's not the benchmark of good teaching. You do your best, and you give them the best damn education you can. You provide them with safety, support, and discipline and tough love. You do your best. And mark this: your best will not always be enough and you will fail, and children will pass through your care and fall off the map, seemingly no better for having encountered you. But many of them will be helped, and some of them will be helped a lot. We play the odds. We play a long game.
As supporting characters in the melodramas of the lives of others, we are required to ask one simple question: do we want to help, or harm? Everything else follows from that. Like George Bailey after his illumination, I am grateful every day for the chance to play the smallest part in the lives of other humans. Education gets in your blood; thats why you see so many families with three generations or more of teachers. Scientists in the future will probably discover a gene. Right now I think Im where the Universe needs me to be.
And the universe needs a lot more teachers far better than I to fill the gap and more besides. Recruitment is in a mess, and it wont get any better if the only message people hear is how difficult it is. I mean, it is, and these things need to be said. But these violent delights have violent ends. It has become dangerously fashionable to forget that, amongst the struggle and the strife in the classroom, it really, really is a wonderful job too.

1. La professionnalisation des enseignants : un levier de la rénovation pédagogique i.p.v.
Vooraf. De invoering van universitaire lerarenopleidingen voor onderwijzers en regenten (IUFM : Institut Universitaire Pour la Formation des Maîtres) in 1989 had als gevolg dat de leerkrachten niet meer in de eerste plaats opgeleid werden voor de kennisoverdracht e.d., maar in functie van de radicale hervorming van de zgn. "ouderwetse' onderwijs. De modieuze, pedagogische & sociologische ideologieën stonden ook in de opleiding centraal.alles . Dit leidde tot een sterke vervreemding van de onderwijspraktijk, tot een sterke ontscholing.
Dit verklaart volgens prof. Bulle ook waarom Frankrijk met zijn universitair opgeleide leerkrachten zo erbarmelijk zwak scoort voor PISA en TIMSS. Rond 1990 pleitten ook de Vlaamse universitaire opleidingen voor het academiseren van de opleidingen - net zoals op vandaag opnieuw het geval is. Met Onderwijskrant gingen we in verzet en wezen we op het feit dat dit zou leiden tot een vervreemding van de praktijk. Onze voorspelling werd werkelijkheid in Frankrijk).
La question de la professionnalisation des enseignants du second degré est déjà une vieille histoire en France, qui na cessé de faire couler de lencre. La création des anciens Instituts Universitaires de Formation des Maîtres (IUFM[1]) datant de 1989, elle a déjà 25 ans. Cette professionnalisation a connu, pour linstant, une suite déchecs cuisants. Quels que soient les raisons profondes de ces échecs, la professionnalisation ne suit quune seule voie, celle dun changement du profil de lexpertise qui fonde le métier denseignant. Elle ne représente pas, elle na pas représenté en France, ni aux Etats-Unis, ni même dans lensemble, en Europe, un levier pour la formation pédagogique des enseignants, mais plus précisément, un levier de la rénovation pédagogique.
Notons quune formation pratique, sous la forme de stages, existait déjà depuis 1950, bien longtemps avant les IUFM.[2] Mais cest bien plutôt contre un modèle présenté comme reproductif dune tradition, que la professionnalisation a voulu simposer. Le rapport officiel qui la préparé en France, rapport Perretti de 1982[3], stipule que « Il est clair que le modèle habituel dune formation par limitation dun professeur chevronné ou dune leçon-type est désormais périmé ». Lidée dimitation ici évoque de manière purement rhétorique lacquisition non réflexive dun savoir-faire pédagogique. Il faut lire, par-delà lartifice rhétorique, le rejet de la transmission de lexpérience des professeurs que lon associe à une autre école, à dautres finalités éducatives que celles promues pour la nouvelle école à laquelle le projet a voulu préparer. Car ce qui va compter désormais, la notion qui caractérise le mieux les finalités de ce projet, ce nest pas la pédagogie entendue comme art de transmettre, mais léducation entendue comme préparation à la vie dans une société démocratique.
La professionnalisation des enseignants, dans ce contexte, ne désigne donc pas tant le passage dun art pratiqué de manière intuitive à un savoir plus réfléchi et éprouvé par lexpérience, mais elle engage la transformation de lobjet même de la profession enseignante. Elle marque le passage dune école dont la mission première est de former lesprit et de transmettre des savoirs à « un système de gestion de lenfance et de la jeunesse dans lequel lenseignement nest plus laspect le plus important ».[4]
Le rapport Peretti (1982) entérine ce passage vers un nouvel objet de la profession en écrivant que : « Le service public déducation a pour mission centrale de préparer les jeunes et les adultes et non plus, précisons, les élèves -- à développer leurs aptitudes pour devenir des citoyens conscients et responsables, capables de vivre entre eux et avec des hommes des autres pays du monde de manière harmonieuse, aptes à contribuer au développement de la société ».[5]
Laccent est mis sur certaines visées éducatives par opposition à linstruction, par opposition donc à lenseignement des disciplines. La foi régénératrice en léducation est donc transférée, et cest la nouveauté portée par le mouvement de professionnalisation, à la formation des professeurs. Ainsi le même rapport fait référence à la croyance, implicite ou explicite, en la toute-puissance de la formation des enseignants comme image nouvelle de la toute-puissance de lEducation. Mais encore, il nest pas question doublier que lenseignement a toujours eu des ambitions éducatives, morales, profondes.
On na jamais instruit sans un objectif éducatif et moral sous-jacent. Cependant limportance accordée ici à léducation marque un retournement profond. Dun point de vue intellectuel comme dun point de vue moral, le projet moderne ou progressiste associé à léducation a voulu rompre avec lenseignement des disciplines en tant que tel.
Sur ces bases, la philosophie qui a présidé à la professionnalisation des enseignants en France, a suscité de vives polémiques, très peu comprises encore aujourdhui par le grand public, entre les représentants dune éducation qui développaient des méthodes dapprentissages opposées aux logiques des disciplines, et ceux qui défendaient ces logiques. Ces derniers ont dès lors tendu à apparaitre comme les ennemis de tout ce dont les promoteurs de la nouvelle éducation se faisaient les champions: légalité, la démocratie, la pédagogie.
2. La critique néo-marxiste et les progressismes éducatifs: invloed van egalitaire Bourdieu-ideologie e.d.
Laccélération de lexpansion des systèmes éducatifs dans les années 1960s a suscité la critique néo-marxiste, cette dernière sest faite la critique de toutes les formes de différenciations internes qui conduisaient à un partage des parcours des élèves privilégiant statistiquement certains groupes sociaux, sur le plan de lorientation, sur le plan pédagogique, sur celui des classes ou des établissements. Rangée notamment derrière le célèbre sociologue français Pierre Bourdieu, cette critique a mis en cause les formes dominantes de la culture scolaire. La profession enseignante sest trouvée ainsi accusée de reproduire par lécole des inégalités contre lesquelles elle pensait au contraire lutter.
Cétait lépoque du triomphe des structuralismes et relativismes associés. Dans ce contexte de forte remise en cause du modèle académique, et du développement de la problématique de léchec scolaire, au besoin amplifiée par les promoteurs des idées nouvelles[7], les approches pédagogiques multiples et variées ont été promues, sous légide dun Freinet, dun Piaget, sous la bannière des pédagogies actives, des pédagogies de projet etc. Toutes ces approches ont été diffusées au nom de la modernisation et de la démocratisation de lenseignement. Ces théories ont tout dabord déferlé, dans les années 1970, dans les anciennes écoles normales dinstituteurs où étaient formés les enseignants du premier degré.[8]
On peut noter cette coïncidence entre la domination de la critique néo-marxiste et la montée institutionnelle des progressismes éducatifs variés. Elle sexplique par une sorte de symbiose idéologique. La première, par sa critique radicale et récurrente du système éducatif, sattaque indéfiniment à toutes les formes dinégalité qui ne manquent pas de se créer. La seconde, par la réponse radicale quelle offre, proposant une table rase du passé pédagogique et des missions intellectuelles antérieures de lécole, au service dune mission éducative première développée autour de la thématique de la citoyenneté et du vivre ensemble.[9] Dans ce contexte fortement critique, les changements du système éducatif français depuis les années 1960 et 1970, avant même quun projet de professionnalisation des enseignants du second degré ne se concrétise, révèlent les progrès dune rénovation pédagogique de lensemble du système, touchant les curricula, la pédagogie stricto sensu et les programmes. Ce sont les promoteurs des idées nouvelles qui ont animé les commissions de réforme du système denseignement[10], et en ont inspiré les nouvelles orientations.

Par-delà ses manifestations diverses, cest une théorie philosophique particulière et dans lensemble cohérente qui a, progressivement, renversé le modèle éducatif qui dominait lenseignement français. Je propose den décrire quelques traits caractéristiques en revenant au rapport Peretti, déjà mentionné. Le rapport évoque ce quil identifie comme une « quatrième révolution épistémologique » (après Copernic, Darwin et Freud) et qui correspond suivant ses propres termes à un « renversement de la démarche cognitive ».[11]

Il sagit dabandonner lenseignement rationnel des disciplines fondé sur une élémentarisation, ou encore une réduction analytique au service de la construction progressive et cumulative des savoirs théoriques ou scientifiques. A lencontre de ce principe délémentarisation, le rapport préconise de partir au contraire de démarches globales, dobjets complexes. Il justifie ce renversement par les nouveaux savoirs issus des diverses sciences (biologie, psychologie, linguistique, neurologie puis sciences humaines) et qui mettent en avant les notions de continuité, de globalité, de structure, et de complexité. Le projet de professionnalisation des enseignants sest donc ouvertement doublé dun projet pédagogique engageant la contextualisation des enseignements, autrement dit le retournement de leur logique : au lieu daller du simple vers le complexe, il sagit au contraire, désormais, de partir du complexe. La démarche « systémique » semble alors justifier une démarche de connaissance qui « replace dans son contexte et dans ses rapports à lextérieur tout objet de recherche et dobservation ».
Pour clarifier les enjeux de ce qui sannonce comme une révolution cognitive, évoquons les deux grandes représentations de lhomme qui sopposent. Pour la première qui justifie que lenseignement suive la logique des disciplines, et que lon peut qualifier de rationaliste, le développement de la pensée humaine marque une rupture avec le développement naturel et organique. Il est lié aux facultés rationnelles, conscientes et réflexives de lhomme. Lesprit progresse en acquérant des outils de pensée suffisamment structurés et systématiques pour lui permettre de se détacher de la référence à lenvironnement immédiat et de construire des modèles du réel. Le savoir théorique est alors censé jouer un rôle logique dans le développement intellectuel.
Selon la seconde représentation de lhomme en jeu, progressiste, le développement de la pensée humaine sinscrit au contraire dans la continuité du développement biologique adaptatif. Suivant ces vues associées aux doctrines évolutionnistes du 19e siècle, vues qui sont donc déjà anciennes, le savoir demande à être mis en situation pour prendre sens et permettre le développement de conduites intellectuelles utiles dans la vie. Doù lidée déducation de la pensée par lexpérience et de contextualisation des apprentissages. Lexpérience est supposée jouer un rôle moteur dans le développement de programmes de pensée plus ou moins généraux, cest ce quexprime la notion de schème empruntée à Piaget. La notion de schème de pensée traduit lidée de complexité et de globalité en jeu ici, opposée à la réduction analytique évoquée. Lesprit est vu comme un activateur de ces programmes, ou schèmes, apportant des réponses méthodiques à des situations particulières, et se développer au gré des réflexions suscitées par les problèmes posés. Dans cette perspective, les méthodes importent plus que les savoirs, car cest sur la base des méthodes que les individus doivent « apprendre à apprendre », cest-à-dire apprendre à convertir lexpérience en apprentissage.
Cette interprétation adaptative de la connaissance est partagée par les constructivismes contemporains, socioconstructivismes et approches par compétences, qui sont des formes modernes du progressisme éducatif.
En conséquence, il semble impossible déduquer intellectuellement lindividu, de lui permettre de construire ses propres savoirs, de développer des compétences, ou encore de « programmer des schèmes » de pensée, sur la base dune intervention verbale, extérieure. Les élèves doivent être confrontés à des situations concrètes demblée complexes, les problèmes et non les explications de lenseignant étant supposés présider au développement intellectuel. Lapprentissage de type théorique apparaît, dans ce cadre, entraîner une acquisition artificielle, un simple emmagasinage de savoirs de type factuels.
En résumé, la théorie philosophique qui a justifié le projet de professionnalisation des enseignants en France, et très généralement en Occident, est enracinée dans une psychologie intrinsèquement liée aux doctrines évolutionnistes. Cette psychologie est à lorigine de la conception adaptative de la connaissance qui est en jeu. Malgré son caractère ancien -- les Etats-unis en ont déjà expérimenté tous les aspects dans leur enseignement depuis le début du 20e siècle et malgré ses fondements scientifiques fragiles le célèbre psychologue russe Lev Vygotski en avait démontré les faiblesses dès les années 1930[12] - elle a cautionné la « révolution cognitive » portée par les sciences de léducation et justifié la rénovation pédagogique dont la professionnalisation des enseignants est un instrument.
4. La position dominante des sciences de léducation
Ce quil faut comprendre, cest la logique du retournement en jeu, la manière dont une théorie philosophique, opposée à lensemble de lhéritage de linstitution, a pu dominer les changements de cette institution, et notamment le mouvement de professionnalisation des enseignants. Plus précisément, ce quil faut comprendre, cest pourquoi le leadership des projets de réforme du système éducatif a été assuré par les spécialistes des nouvelles disciplines qui sétaient fait connaître par leurs travaux, ou qui se trouvaient en position de responsabilité dans les nouveaux départements de recherches en sciences de léducation. .
5. Le dédouanement gouvernemental: invloed van pedagoochelaars op beleid
Nous avons vu pourquoi, en raison de la destabilisation de linstitution par sa critique radicale, les réformes pédagogiques ont été dominées par une philosophie particulière, non remise en cause, légitimée par des recherches prônant la méthode scientifique et une mission sociale associée aux idées de démocratie, dégalité, de vivre ensemble. Il sagit de comprendre maintenant pourquoi les promoteurs de cette nouvelle philosophie de linstitution ont pu dominer ces transformations institutionnelles et pédagogiques, comment ils ont pu atteindre les positions de premier rang dans les commissions de réforme, dans les nouveaux instituts de formation des professeurs etc. Compte tenu de cette politisation, en lien avec leur expansion et la critique dont les systèmes éducatifs font lobjet, compte tenu des missions lourdes et parfois contradictoires dont ils sont investis dans nos sociétés démocratiques, les promoteurs des idées éducatives nouvelles se sont vus investis dun rôle quasi salvateur. Ils étaient en mesure de refonder la légitimité de linstitution par leur approche, la méthode scientifique et leur mission, la démocratisation de linstitution, voire lefficience sociale. Les promoteurs des idées nouvelles ont donc occupé des positions privilégiées au sein des instances décisionnelles en matière éducative, en France, dès lors quune critique radicale appelait une réponse radicale. En même temps, cette réponse ne sest pas donnée pour ce quelle est, porteuse dune théorie philosophique particulière, mais au contraire comme rompant avec un passé idéologique pour introduire une vision scientifique et moderne du rôle de léducation et de ses méthodes, dans la société. La professionnalisation devient la réponse, ou encore le dédouanement, gouvernemental, face aux critiques de lécole. Elle sort la question éducative du débat politique et la réduit à des décisions techniques sur les moyens effectifs de promouvoir des fins éducatives qui ne sont pas mises en question.Elle confie ces nouvelles finalités éducatives à ce qui est perçu comme une « main duvre » devant être formée dans cette optique[14]. Le processus de professionnalisation, sous couvert dune rationalisation neutre axiologiquement, entérine en fait une orientation philosophique spécifique, et en traduit la validation officielle. 6.Besluit: Laffaiblissement progressiste (ontscholing) des systèmes éducatifs (et linfluence des agences internationales) En résumé, la problématique qui a présidé à la formation des enseignants du secondaire na pas été celle de lamélioration de lenseignement par la pédagogie, mais celle de la création dun nouvel ordre scolaire, animée par une théorie philosophique, enracinée dans une conception adaptative de la connaissance, et vouée en premier lieu, et compte tenu de cette conception, à une certaine idée de léducation des individus pour une société démocratique. Les nouveaux instituts de formation des maîtres se sont faits les vecteurs de la propagation de ces idées par la sélection des formateurs et des recherches. Les progressismes contemporains ont présidé à la poursuite de la majorité des réformes du système éducatif. La dégradation de la situation dans les établissements, la baisse chronique des résultats des élèves aux enquêtes nationales et internationales ont créé, de manière endogène, une école à deux vitesses bénéficiant, du point de vue de la sélection sociale, à ceux qui économiquement et culturellement ont les moyens de choisir les écoles où lon continue dune certaine manière, à « apprendre »[15]. Cette situation entretient laccusation par les courants progressistes dune prise en compte toujours insuffisante des résultats de la recherche et de la philosophie qui les anime. Ma conclusion est, principalement, que la professionnalisation est une manière pour les gouvernements de se délester du problème politique posé par lécole en le reportant sur la technicité des professeurs, de sen remettre à une science qui se prévaut de la démocratie et qui transforme indéfiniment des problèmes politiques posés par les écoles en problèmes pédagogiques gérés par des spécialistes de léducation. A cet égard, le traitement du problème de la formation pédagogique des enseignants, dans le cadre du projet de professionnalisation dominé par la recherche positive en sciences de léducation, ne peut être véritablement compris et expliqué sans la prise en compte du rôle politique joué par la théorie philosophique qui laccompagne. Par ailleurs, la primauté accordée aux compétences fonctionnelles sur la formation du jugement, la faveur donnée aux pédagogies anti-intellectualistes, toutes les évolutions réalisées au nom de légalité qui se sont montrées au contraire inégalitaires, révèlent le peu de cas accordé par les acteurs politiques au développement du pouvoir de pensée des « masses ». Et pour cause, lapproche fonctionnaliste des courants pédagogiques progressistes ne permet pas de penser les cadres à partir desquels les situations sont définies comme problématiques, elle engage en réalité les individus à laisser dautres penser pour eux. Il ne faut pas sous-estimer, dans ce mouvement, linfluence des organisations internationales.En dépit du traité de Masstricht suivant lequel la communauté na quun rôle accessoire en matière déducation, les influences internationales apparaissent de plus en plus « intrusives et persuasives »[16]. Leur objectif est moins dengager la formation de professionnels réflexifs que la gestion dune « main duvre enseignante » dans le cadre de la gestion libérale de lécole favorisée par lOCDE.. Les objectifs éducatifs des pays sont redéfinis arbitrairement autour des normes portées implicitement par les indicateurs du PISA les programmes scolaires tendent en particulier à être recentrés sur le développement de compétences de base, telles quévaluées par les tests. Il en résulte -- un ensemble de plus en plus important danalyses menées par les experts internationaux proposent des résultats convergents à ce sujet un appauvrissement des curricula scolaires et un affaiblissement des systèmes éducatifs[17].

Niets was/is minder waard. In 2015 was het aantal 7,2%. Op E...uropees niveau wordt met de EU2020 doelstelling een ongekwalificeerde uitstroom van minder dan 10% beoogd." Vlaanderen scoort daarmee beter dan het EU-28 gemiddelde dat op 11,0% ligt.
Vlaanderen scoort ook beter en dan in landen met een brede/gemeenschappelijke lagere cyclus als Engeland (10,8%), Frankrijk (9,3%) ...en ook Finland (9,2%), een land met veel minder allochtone en arme leerlingen.

De onderwjsvisie van prof. Bulle staat haaks op deze van onderwijshervormers en nieuwlichters van voorbije decennia, haaks op egalitaire visie van Vlaamse onderwijssociologen, haaks op geplande hervormingen, haaks op de 7 rapporten en adviezen over de toekomst van het Vlaams onderwijs en de nieuwe eindtermen, haaks op de ZILL-leerplanfilosofie van de katholieke onderwijskoepel ...
Nathalie Bulle is niet de eerste de beste: directrice de recherche au CNRS au Groupe dEtude des Méthodes de lAnalyse Sociologique de la Sorbonne (GEMASS, Paris). Elle est membre du Conseil scientifique de l'enseignement scolaire (DGESCO) et du Haut conseil de léducation.

Je partirai de lidée que linjustice la plus grande qui peut émaner dune institution comme lécole est quelle fasse autre chose quaccomplir sa mission première, le développement intellectuel et culturel.
Lécole est entravée dans sa mission parce quelle tend, dans son combat affiché contre les inégalités, à nier idéologiquement ou à méconnaître deux réalités, celle premièrement de la dynamique véritable du développement humain, et deuxièmement celle de la diversité humaine.
Nous avons été, en Europe, mais tout particulièrement en France, le cur de la pensée éducative occidentale. Notre culture pédagogique était si solide que, lors de la généralisation de léducation formelle par les lois Ferry, nous avons été en mesure de former dexcellents maîtres et de bâtir un enseignement élémentaire dune qualité exemplaire. Cette culture pédagogique, centrée sur la formation rationnelle, a fait la force de notre système éducatif, lui a permis de rester performant alors même quil se laissait progressivement gagner par la politique, en un sens réducteur et, aveuglément, par une conception quasi-religieuse du rôle de lécole dans la société.
Ces évolutions contemporaines donnent peu de prise à la critique. Les transformations constantes de notre système éducatif alimentent lillusion de son adaptation aux besoins économiques et sociaux de notre temps. Les sciences humaines et sociales proposent à son sujet des diagnostics dominés par des partis pris, largement convergents.
Les idées les plus simplificatrices sont véhiculées, quasiment à lunisson, par les médias. Elles relayent des antinomies factices qui font obstacle à toute réflexion ou débat, telles que savoirs versus compétences, formation par les disciplines versus activité des élèves, enseignement traditionnel versus moderne, etc. .
La preuve de la valeur du modèle éducatif dun pays nest ni le bonheur à court terme de ses enfants, ni les réponses quils sont en mesure dapporter à des QCM, mais la capacité de ces enfants mêmes, une fois adultes, à assurer la prospérité de leur pays, en étant des créateurs de valeur, dans tous les domaines et à tous les niveaux.La grande question éducative aujourdhui, celle qui engage lavenir intellectuel, économique et social de notre société, pourrait être la suivante : vivra-t-on demain du tourisme organisé dans le musée France ou poursuivra-t-on dans la voie passée en faisant encore partie des premières puissances économiques et intellectuelles du monde présent ? Lenseignement est notre potentiel de sauvegarde et de développement. Cest lintelligence et la propriété intellectuelle quil permet de développer qui sont nos plus grandes valeurs et peuvent assurer un avenir à notre modèle social.
En revanche, en suivant les voies prises, et je mintéresserai principalement aux enseignements primaire et secondaire, notre système na aucun avenir. Je dégagerai 3 priorités pour que lécole se réapproprie sa mission de formation intellectuelle et culturelle sans prétendre être exhaustive.
1 La formation intellectuelle et culturelle doit être prioritaire sur léducation.
Entendons-nous bien, éducation et formation intellectuelle ne sopposent pas, mais elles tendent à être opposées par les interprétations non pas participatives mais niveleuses de la démocratie. Le rapport de la formation intellectuelle et culturelle à léducation renvoie à un débat maintenant ancien, et pourtant inépuisé.
Des catégories anthropologiques ont envahi à ce sujet le vocabulaire de léducation. La socialisation sest substituée à lintégration, la culture commune préparant à mener sa vie dans la société, à la culture générale fondant lautonomie du jugement par la connaissance.
Pour le philosophe John Dewey, une culture conçue comme raffinement interne de lesprit soppose à une disposition socialisée. Lhomme est ainsi réduit à sa dimension sociale. On normalise le citoyen démocratique. Il doit être, dune manière concrète, tourné vers le monde extérieur, vers les autres.On ne jure plus que par les activités collaboratives, etc. Et lécole meurt, on la vu, de la suspicion qui la ronge de privilégier des cultures particulières et de faillir à sa mission éducative générale en se faisant un vecteur majeur de la construction des inégalités sociales.
Tant que nous penserons que les inégalités sociales se construisent à lécole et par lécole, tant que nous oublierons le contexte social plus large où, quelle que soit lécole et aussi bonne quelle soit, se construisent des différences et des inégalités qui dépassent sa portée,[9]nous affaiblirons sa capacité à jouer son rôle pédagogique véritable, au sens large, son rôle de transmission culturelle et de formation intellectuelle et nous la rendrons plus profondément inégalitaire.
La question est de savoir si nous formerons demain uniquement des frustrés de lécole, simples utilisateurs des nouvelles technologies, consommateurs sans esprit critique, professionnels étroits, ou à tous niveaux des êtres humains et des professionnels accomplis, éclairés, et responsables.
En se détournant de ses finalités premières, lécole sest engagée sur la première voie : celle des minima transformés en objectifs, tels quartificiellement définis par lactuel « socle commun de connaissances et de compétences »; sur la voie du baccalauréat donné, de labandon de leffort intellectuel et des apprentissages par les savoirs formels, en témoignent des programmes éducatifs vidés de leur substance et des manuels doù tout exposé systématique disparaît au profit des images; la voie aussi de la professionnalisation étroite des cursus au détriment de leur intérêt et de leur richesse ; la voie enfin du pilotage par les chiffres plutôt que celle de la formation des hommes. Pour répondre à de pseudos minima éducatifs, lécole abandonne lobjectif damener chacun à son potentiel maximum. Les entreprises savent, elles, que les individus qui les composent sont leur valeur. Leur intérêt premier est dinvestir sur les individus et non sur la production. De manière plus fondamentale, un impératif politique est de penser que les membres dun pays sont sa richesse.
Dans cette optique, lécole doit être campée sur sa mission intellectuelle et culturelle générale, et fédérer autour delle les élèves et le corps professoral. Elle doit leur offrir un environnement structuré, centré sur le travail, enthousiasmant pour eux. Un tel recentrement de lécole sur ses fins profondes est son plus grand défi.
2 - Les apprentissages intellectuellement les plus formateurs doivent avoir priorité sur les compétences fonctionnelles supposées plus directement utiles.
Les idées dapprentissage par lexpérience et de mise en situation, aujourdhui mobilisées, sappuient sur une psychologie dérivée du darwinisme.[10]Le développement intellectuel est supposé sinscrire dans la continuité du développement biologique.Cette voie est empruntée par une majorité des courants qui se disent modernes en éducation. Suivant linspiration adaptative de ces courants, léducation intellectuelle doit reposer sur lactivité propre de lindividu mis en situation de réagir à des problèmes pour atteindre les fins pratiques quil poursuit.
Dans cette perspective, les savoirs auraient avant tout un rôle opérationnel, et cest à travers ce rôle pratique quils susciteraient lintérêt des élèves. Pour cela, il sagit donc de leur faire apprendre en faisant, learning by doing. Laccent est mis sur les processus, sur les modes de fonctionnement, plutôt que sur les savoirs eux-mêmes.
Ce qui est cohérent avec la substitution de léducation à la formation intellectuelle. Lapprentissage est en effet conçu comme une éducation de lintellect, doù lidée qui domine dapprendre à apprendre et qui fait écho à Rousseau se targuant de ne pas chercher à enseigner la science, mais à former linstrument propre à lacquérir. La tendance aujourdhui est de valoriser des formes dapprentissage fondées sur linteraction. Les solutions aux problèmes posés doivent émerger des discussions de groupe. Le savoir lui-même, quel quil soit, est confondu avec linformation.
Lélève dit-on, doit apprendre à structurer linformation, son « attitude » est tenue pour plus importante que « les connaissances factuelles » quil pourrait engranger ; lenseignant ne doit plus être un « transmetteur dinformation ». Le savoir na pas à être maîtrisé, il doit seulement pouvoir être mobilisé pour la résolution de problèmes. Doù aussi limportance accordée aujourdhui à lidée de compétences qui évoque des savoirs mis en acte, et de manière parfois réductrice, des savoir-faire. A travers lidée de compétence, lesprit est vu comme un activateur de programmes ou de schèmes daction plus ou moins généraux qui apportent des réponses méthodiques à des situations particulières.
En conséquence de ces interprétations adaptatives de la connaissance, il semble impossible de développer des compétences, ou encore de « programmer des schèmes » de pensée, directement par une intervention extérieure. Les schèmes se construisent « au gré dun entraînement, dexpériences renouvelées. » Doù aussi lidée que la transmission engendre la passivité. Les élèves doivent être confrontés à des situations concrètes demblée complexes, les problèmes et non les explications de lenseignant étant supposés présider au développement intellectuel. Doù une justification des enseignements pratiques interdisciplinaires et la diminution drastique des horaires consacrés aux disciplines dans les nouveaux programmes du collège etc.[11]
Toutes ces évolutions, y compris on la vu celles qui donnent la priorité à léducation sur la formation intellectuelle et culturelle senracinent dans lidée dune continuité entre lesprit et la nature. Elles offrent au final une idée quelque peu « robotisée » de lapprentissage qui désenchante lécole.
Une alternative moderne très peu comprise a été développée notamment par le célèbre psychologue russe Lev Vygotsky. Suivant cette alternative, et contrairement aux hypothèses adaptatives, les capacités du raisonnement humain dépendent de la maîtrise de savoirs systématiques ou théoriques. Les savoirs systématiques sont constitués de composants qui tirent leur signification de leurs relations mutuelles, ce sont des intermédiaires abstraits, des outils de généralisation qui ne peuvent être induits directement de lexpérience empirique. Cest leur organisation en système et leur simplicité détachée du réel qui donnerait sa force analytique à la pensée.
Cette voie de la psychologie part du principe que le développement humain a rompu avec la nature, dès lors que les hommes ont développé des facultés récursives, facultés de transmettre des idées décorrélées des situations concrètes, de les imbriquer dans lesprit, de penser des pensées. Elle considère donc quil y a non pas continuité entre nature et esprit, mais deux voies de la connaissance qui interagissent dans le développement humain, une voie logique, théorique, ou encore inférentielle, et une voie empirique, concrète. Suivant ces vues, la tête bien faite dépend avant tout non pas des habitudes de résolution de problèmes en situation, mais de lintériorisation intelligente des savoirs systématiques par les individus.
Ce qui compte cest la compréhension de ces savoirs en tant que systèmes cohérents, et celle des liens quentretiennent ces systèmes avec le monde. Ce ne sont pas de simples contenus de pensée, de linformation, ils jouent un rôle logique structurant dans la pensée, ils fondent les capacités réflexives des individus. Il existerait donc non pas une continuité entre nature et esprit, mais une harmonie logique entre savoir et pensée. Cette différence est fondamentale car son incidence sur le rôle de lécole et la conception des curricula denseignement est immense.
Au lieu de se fonder sur des activités « concrètes », et aller à cet égard du complexe (concret) vers le simple, lapprentissage intellectuel doit aller du simple, élémentaire, vers le complexe. Il doit permettre une intériorisation, ou encore une reconstruction du savoir, au cours de laquelle ce dernier nest ni un simple contenu à apprendre, ni un outil pour agir, mais un support de signification, un outil intellectuel dynamique.Parce quils se développent sur la base de la construction dun maillage de concepts, les savoirs organisés, systématiques appellent naturellement des explications verbales, un enseignement explicite. Et parce que cet enseignement est explicite, il doit être élémentarisé et développé progressivement pour sappuyer sur les acquis des élèves et rester à leur portée. Ce que nous apprend tout particulièrement la psychologie de Vygotski, malheureusement dévoyée par la littérature de seconde main,[12] cest que le processus dapprentissage scolaire est voué spécifiquement au développement des savoirs systématiques ou théoriques, et que ces savoirs engagent, à linverse des idées communes développées à leur sujet, une augmentation du potentiel dapprentissage et de compréhension.
La compréhension rationnelle élémentaire, en appelle à ce que lon peut nommer la grammaire dune discipline. A contrario, labsence de cette grammaire sous-tend les apprentissages mécaniques, non seulement peu efficaces et sans valeur développementale, mais sources déchecs.
On voit que, selon le parti pris psychologique, ce qui est actif et développemental est inversé. On peut craindre par exemple que certaines propositions individuelles en mathématiques ne puissent jamais être réellement comprises à moins que certaines idées clés des mathématiques comme structure soient elles-mêmes comprises. Cet apprentissage de la grammaire dune discipline, comme lévoquait dans les années soixante un philosophe de léducation américain, Paul Hirst, ne peut être réalisé de manière adéquate que si lenseignement dans son ensemble la respecte implicitement, ce qui a des conséquences importantes sur la qualité académique du corps professoral.
3 - Les réalisations individuelles doivent avoir priorité sur les solutions massifiantes
Un défi de lécole est de donner à chacun, indépendamment de son milieu dorigine, les plus grandes opportunités de réalisation, autrement dit les plus grandes chances dans la vie.
Une approche intéressante à cet égard est celle des capabilités développée par le prix nobel déconomie, Amartya Sen. La notion de capabilité renvoie aux possibilités concrètes que les individus ont de saccomplir, ou encore de mener une vie digne dêtre vécue. La notion de capabilité renvoie à leur qualité en tant quacteurs de leur vie, autrement dit aux valeurs, au type de vie et à la réalisation des objectifs quils ont des raisons de valoriser. Elle invite à repenser les finalités des politiques menées, en sintéressant aux aspirations et aux priorités personnelles des individus. En matière déducation formelle, la justice sous langle des capabilités sintéresse aux chances données aux individus, non pas daccéder aux statuts sociaux les plus élevés, ce qui na de sens que statistique, mais de développer les potentiels et daccéder aux niveaux déducation leur permettant de mener la vie qui est à leur portée et quils choisiraient de vivre.
Cela exige, en premier lieu, une réussite des premiers apprentissages à laquelle on ne peut surseoir sans mettre en péril les devenirs scolaires. En second lieu, loffre éducative doit être rendue plus flexible, sans être pour autant à la carte, elle doit offrir de vraies possibilités dapprofondissements et denrichissements autour dune éducation libérale et polyvalente, sans que soient dévalorisées à cet égard les vocations professionnelles et techniques. Contre tout soupçon dindividualisme, je dirais quun des rôles de lécole est duvrer pour que lambition quelle insuffle aux élèves soit subordonnée à une éthique sociale. Ce nest justement pas en les persuadant, comme on tend à le faire en éludant les buts premiers de lenseignement, que leur valeur est définie par leur employabilité, ou que tout se résume à la place occupée dans le système de stratification sociale.
Comme le disait sur ces sujets le philosophe Alfred Fouillée au 19e siècle, si vous voulez quune montre marche, ne commencez pas à en briser le ressort. Or, le grand ressort ici nest pas le calcul utilitaire, cest le besoin de savoir, de connaître, cest lamour de la vérité pour elle-même, ce souci de vérité dont parle le mathématicien Laurent Lafforgue. Cest par cette curiosité, cette passion que lenseignement aura su faire naître, que peut se développer chez lélève un idéal susceptible dêtre mis au service du bien commun. Lécole, pour créer une société humainement prospère, doit subordonner ses finalités éducatives à un libéralisme de lesprit.
En résumé, pour que notre système éducatif se recentre sur sa mission première, pour quil satisfasse des impératifs dambition pour notre société et pour chacun de ses individus, il faut inverser les priorités définies par la pensée courante : 1- La formation intellectuelle et culturelle doit être prioritaire sur léducation. 2- Les apprentissages intellectuellement les plus formateurs doivent avoir priorité sur les compétences fonctionnelles supposées plus directement utiles. 3- Les réalisations individuelles doivent avoir priorité sur les solutions massifiantes.
Pour mener à bien ces inversions de priorités, quelques conditions simposent : - Se réapproprier la pensée de lécole avec des objectifs à long terme et des hypothèses justes sur le développement intellectuel. On doit se libérer à ce sujet de lemprise des organisations internationales qui ont adopté une conception adaptative anglo-saxonne de lenseignement, et qui tendent à une homogénéisation des systèmes nuisible à terme aux petits pays, dont les ressources majeures sont intellectuelles.
- Promouvoir la qualité de notre corps enseignant. - Enfin, assouplir loffre éducative non pas au niveau des établissements, mais des individus, en maintenant pour tous des attentes élevées, et un fonctionnement clair du système éducatif.
Boeve probeet met 'Kerst-brief' verontwaardigde achterban over 'inclusieschool in 2025' te sussen
"Kerstbrief (van Lieven Boeve) aan alle betrokkenen bij het buitengewoon onderwijs van Katholiek Onderwijs Vlaanderen."
Lieven Boeve is blijkbaar geschrokken door de vele kritische en verontwaardigde reacties op de inclusie-visienota zijn zgn. 'netwerkorganisatie'. Ook leden van de commissie onderwijs wezen al radicaal die visie af. In een kerstbrief probeert Boeve de achterban te sussen. Hij schrijft: "Het zou jammer zijn als de visietekst zou bijdragen tot jullie ongerustheid, want dat is zeker niet de bedoeling."
Amper 1,3% van de praktijkmensen vond volgens de Koppen-enquête het M-decreet haalbaar. Nog veel minder praktijkmensen vinden het recente inclusie-voorstel (met inbegrip van exclusie binnen de klas) haalbaar. Boeve was dus een verwittigd man, maar luisterde niet naar de achterban. Het zijn evenzeer de praktijkmensen uit het gewoon onderwijs die de inclusie-visie afwijzen. Waarom richt Boeve zich dan enkel tot de betrokkenen uit het buitengewoon onderwijs?
De brief wekt de indruk dat het duo Boeve-Smits wat terugkrabbelt en nu de woeste achterban probeert te sussen. Ik vermoed dat zij hiermee eerder olie op het vuur gieten. Een merkwaardige uitspraak luidt: "Willen we op lange termijn het buitengewoon onderwijs simpelweg afschaffen? Absoluut niet, want dan kun je evengoed stellen dat we het gewoon onderwijs willen afschaffen." Precies alsof de vele verontruste directies, leerkrachten en bestuurders, niet eens kunnen lezen, ook een beetje gehandicapt zijn.
En verder lezen we ook: "De voorbije jaren zijn voor velen van jullie een tijd van onrust en verlies, maar ook van verwachting en nieuwe kansen geweest. En ook de komende jaren kondigen zich zo aan. Omwille van het M-decreet, BOS en sterk leerlingbetrokken visies op zorg is het landschap van het buitengewoon onderwijs aan sterke verandering onderhevig. Dat is niet altijd gemakkelijk, brengt verlieservaringen met zich mee, maar opent ook nieuwe kansen en mogelijkheden." ... "De visietekst is de vrucht van een intens stukje co-creatie tussen bestuurders en directies van gewoon en buitengewoon onderwijs."
Noot: Naar verluidt zou ook minister Crevits geschrokken zijn door de vele kritische reacties op haar Consultatienota over inclusief onderwijs - die nochtans iets minder ver reikt dan de visietekst van Boeve en Co. Er zou er gewerkt worden aan een nieuwe nota. We blijven ook hier uiterst waakzaam. ---------------------------------------------------------------------------------------- Enkele reacties

7.Gust Peeters In feite komt heel deze visie van Boeve neer op het geven van strikt individueel onderwijs aan elke specifieke leerling binnen volslagen willekeurige klasgroepen. Waarbij helaas vanuit katholiek perspectief blijkbaar wordt verondersteld dat de leerkracht een Jezus is die aan de lopende band wonderen kan verrichten. De idealisten die trachten de realisten het zwijgen op te leggen, maar die niet zelf voor de klas gaan staan. En dan te bedenken dat wij een schitterend buitengewoon onderwijs hebben! Binnenkort: hadden?
8.Frans Steyaert Ik ben reeds 16 jaar weg uit het onderwijs, maar toch beroert de zaak mij. Ongeveer 40 jaar geleden, bij het begin van het VSO stelde ik (vergeefs, maar naar achteraf bleek terecht) de vraag wie dat allemaal zou betalen; nu stel ik dezelfde vraag, en met nog meer reden denk ik. Dat Boeve aanneemt dat het geld (genoeg geld) zal (en kan) volgen, lijkt mij een bedrieglijke droom. Wie de hemel wil bereiken dreigt in de hel terecht te komen, en dat kan niet ten koste van kinderen.Heel de aanpak lijkt mij nogal klerikaal: van bovenuit en zonder een democratische raadpleging van de basis. Dat kan niet en is gevaarlijk. Een dergelijke ommezwaai moet voorzichtig en ruim uitgeprobeerd worden met echte inspraak van alle betrokkenen, ouders, maar vooral leerkrachten.
9.Griet Dirkx Ongelooflijk. Men zou eens een deftig gesprek moeten aangaan en bewust luisteren naar leerkrachten van gewoon en buitengewoon onderwijs. Maar zeker ook naar ouders van kinderen kinderen in het b.o. Onze kinderen hebben recht op onderwijs op maat. En leerkrachten hebben recht op een leefbare werkomgeving.

Lang geleden (zeker 20 jaar) was ik eens op een verjaardagsfeestje aanwezig en geraakte aan de praat met een oudere man over het onderwijs. Hij was blijkbaar vertrouwd met het buitengewoon onderwijs en ik was er toen ook al een paar jaar in actief. Hij peilde naar mijn bevindingen en naar hoe ik de toekomst zag voor het buitengewoon onderwijs. Ook toen al was er sprake om het buitengewoon onderwijs af te bouwen en wij waren daar, als jonge leerkrachten, niet gerust in. Dat vertelde ik hem ook en ook dat ik vond dat 'die mannen in Brussel' allicht de dagdagelijkse realiteit niet kennen en niet weten hoe nodig het buitengewoon onderwijs is voor vele kinderen. Hij legde me toen uit dat het hele vernieuwingsproject een lange termijn project was, dat er heel wat ondersteuning zou moeten komen, en dus dat er heel wat geld zou moeten vrijgemaakt worden. Maar dat de kinderen er geenszins slachtoffer zouden mogen van worden en dat we dit dus moesten zien over een periode van zeker 20 jaar... Voor het eerst kon ik toen geloven in dat soort verandering. Nu lees ik opnieuw dat er een langetermijnvisie is waar nu de eerste stappen van gezet zijn... Ik zie vooral een verandering waarin onvoldoende middelen zijn ingezet en waar alle kinderen slachtoffer van worden... Neen, niet de visie die die man voor ogen had, lijkt me.... En o ja, nadien bleek dat ik met Karel Casaer (toenmalig Directeur Generaal Buitengewoon Onderwijs) aan de klap was geweest... Ondertussen is mijn geloof wel volledig verdwenen.

Lenseignement explicite favorise plusieurs types d...apprentissages : autant ceux liés aux contenus scolaires que ceux relatifs aux comportements souhaités . De quoi est constituée, de manière plus précise, cette approche ?
(1)Lenseignement explicite est une stratégie denseignement structurée qui divise le contenu à enseigner (quil soit fait de savoirs ou de comportements) en étapes séquencées et fortement intégrées .
Dans cette perspective, lenseignant vise à soutenir les apprentissages des élèves par une série dactions effectuées à chacun des trois temps de lenseignement : 1) la préparation et la planification (P) ; 2) lenseignement proprement dit, cest-à-dire linteraction avec les élèves (I) ; 3) et, enfin, le suivi et la consolidation (C) . Il est à noter que les auteurs douvrages traitant de lenseignement explicite ne font pas nécessairement de telles distinctions selon un axe temporel . Nous considérons toutefois quil est fécond de regrouper les stratégies liées à lenseignement explicite à lintérieur de ces trois moments de lacte pédagogique .
À notre avis, cette façon de faire permet de mieux asseoir notre compréhension du phénomène de lenseignement . Ainsi, comme lillustre la figure 2, notre perspective permet, dune part, dexaminer lenseignement explicite du point de vue des trois grands moments de lenseignement (préparation, interaction avec les élèves et consolidation) et, dautre part, selon les deux grandes fonctions de lenseignement (gestion des apprentissages et gestion de la classe) . Cest ce que nous avons appelé
(2)En ce qui concerne la gestion de la classe,
le lecteur remarquera que chacun des moments se subdivise en deux grands groupes de stratégies : celles relatives à la prévention (interventions préventives) et celles relatives au « traitement » (les interventions correctives) . Dans la phase de préparation (ou de planification) qui a lieu avant le début de lannée scolaire, lenseignant planifie lensemble des éléments importants de sa gestion de classe pour installer et maintenir un ordre fonctionnel dans la classe . Cette étape renvoie aux éléments de lorganisation physique et sociale de la classe (règles et procédures, routines, etc .) .
Au cours de la phase de planification, lenseignant prévoit non seulement le fonctionnement de sa classe dans une visée de prévention, mais il anticipe aussi ce quil fera en cas de manquement aux règles . « Une partie de la préparation dune gestion efficace de la classe est la préparation de lenseignement du contenu . Cela a clairement été démontré par un ensemble de recherches sur la gestion de la classe menées par Kounin et ses collaborateurs, qui ont révélé que les différences importantes entre le succès et linsuccès des enseignants ne se situent pas sur le plan de leurs réactions à linconduite des élèves .
Les différences se situent plutôt sur le plan de la planification et de la préparation qui font aussi partie dun enseignement efficace . Elles se situent aussi sur le plan des techniques de gestion de groupe que les enseignants utilisent pour prévenir linattention et les dérangements, contrairement aux techniques de traitement utilisées après que ces problèmes se sont produits . » (Brophy et Putnam, 1979, p . 189)
La mise en uvre de ces éléments du plan, aussi appelée phase dinteraction, a lieu grosso modo au cours des trois premières semaines de lannée scolaire, une période au cours de laquelle lenseignant enseigne explicitement aux élèves les comportements désirés quil estime nécessaires pour assurer une gestion de classe fonctionnelle . Lenseignant doit alors intervenir dans une optique préventive tout en soccupant sans délai des comportements inadmissibles qui peuvent surgir .
Tout au cours de lannée scolaire, il doit veiller à maintenir les règles et procédures en place dans une visée de prévention, mais il devra également gérer les problèmes disciplinaires, parce que cest inévitable . Cette longue période constitue la phase de consolidation ou de maintien des conduites des élèves . Elle peut aussi demander des réajustements selon les besoins .
À propos de cet ouvrage Le regain dintérêt pour le thème de la gestion de la classe a suscité ces dernières années la production dun nombre impressionnant douvrages . ... Notre approche est donc différente et ces manuels normatifs ne feront pas partie de notre corpus . Nous tenterons plutôt de comprendre, à partir de lanalyse de résultats de recherches sur le travail de lenseignant en classe, quelles sont les stratégies de gestion des comportements qui semblent être associées aux meilleurs effets sur les élèves, tant sur le plan de la classe que celui de lécole . Étant donné quun très grand nombre de recherches sur lenseignement ont été conduites et que les résultats sont dispersés dans la littérature, il nous est apparu essentiel de réaliser une synthèse de ces travaux et de tenter de les présenter de manière simple, organisée et intelligible .
Ces travaux sur lesquels nous nous appuyons ont ceci de particulier quils reposent sur lobservation de ce que les enseignants font en classe . Il existe maintenant des données issues des recherches, des données probantes, qui permettent dévaluer lefficacité sur lapprentissage des élèves de diverses stratégies pédagogiques, non seulement en gestion des apprentissages, mais aussi en gestion des comportements dans la classe et à lécole . Si la gestion de classe est une fonction centrale de lenseignement, il nen demeure pas moins que tous les procédés utilisés ne séquivalent pas nécessairement . But the most likely cause of disappointing results from the various US- reforms is that they have been primarily structural in character. They have not systematically grappled with the grade-by-grade specifics and coherence of the elementary school curriculum. Educational success is defined by what students learnthe received curriculum. Not to focus on the particulars of the very thing itself has been an evasion that is not of the teachers' doing. The underlying theory of the reforms has been that schools are teaching skills that can be developed by any suitable content. That mistaken theory has allowed the problem of grade-by-grade content to be evaded. It was that fundamental mistake about skills that has allowed teachers to be blamed for fundamental failuresthe failures of guiding ideas, not of teachers.
Elementary school teachers are people who for the most part love children, who want to devote their lives to children's education, but many find themselves stymied and frustrated in the classroom. They apply the notions received in their training, and do what they are told to do by their administrators, under the ever-present threat of reading tests that do not actually test the content that is being taught.
Therefore, my counterthesis to the blame-the-teachers theme is blame the ideasand improve them. The "quality" of a teacher is not a permanent given. Within the American primary school, where curriculum is neither coherent nor cumulative, it is impossible for a superb teacher to be as effective as a merely average teacher is in Japan, where the elementary school content is coherent and cumulative. For one thing, the American teacher has to deal with big discrepancies in student academic preparation, while the Japanese teacher does not. In a system with a specific and coherent curriculum, the work of each teacher builds on the work of teachers who came before.
The three Cscooperation, coherence, and cumulativenessyield a bigger boost than the most brilliant efforts of teachers working individually against the odds within a topic-incoherent system. A more coherent system makes teachers better individually and hugely better collectively.American teachers (along with their students) are, in short, the tragic victims of inadequate theories. They are being blamed for intellectual failings that permeate the system within which they must work.
The real problem is idea quality, not teacher quality. The difficulty lies not with the inherent abilities of teachers but with the theories that have watered down their training and created an intellectually chaotic school environment based on developmentalism, individualism, and the skills delusion. The complaint that teachers do not know their subject matter would change almost overnight with a more specific curriculum and with less evasion about what the subject matter of the curriculum ought to be. Then teachers could prepare themselves more effectively, and teacher training could ensure that teacher candidates have mastered the content they will be responsible for teaching.A focus on technological solutions alone is also inadequate.
If I were a principal in a primary school, I'd spend my money on teachers, on their ongoing development, and on creating conditions in which the work of teachers in one grade supports the work of teachers in the next, and in which teachers would have time to consult and collaboratively plan. Geen inclusief onderwijs als in visietekst katholieke koepel en Consultatienota minister Crevits
Pleidooi voor passend onderwijs: aangepast aan de noden van de leerlingen. Geen inclusieve school als in de visietekst van de katholieke koepel en Consultatienota van minister Crevits.
Geen droom voor 2015, maar al vele jaren grotendeels realiteit in het Vlaams onderwijs. Pleidooi ook voor optimalisering van het buitengewoon onderwijs en van de ondersteuning van inclusieleerlingen in het gewoon onderwijs.
Amper 1,3% van de leerkrachten vonden volgens de Koppen -enquête het M-decreet haalbaar. De vele zegeningen die de beleidsmakers en de onderwijskoepels voorspiegelden bleven uit; de vele nefaste gevolgen lieten zich voelen. Dit is ook het geval met gelijkaardige decreten in Nederland en Duitsland. Nu blijkt dat het decreet al tot een gevoelige ontwrichting van het buitengewoon en gewoon onderwijs leidde, pakken beleidsmensen uit met pleidooien voor radicalere inclusie. Wellicht om de aandacht van de negatieve evaluatie van het M-decreet af te leiden.
In de recente Consultatienota van minister Crevits wordt de indruk gewekt dat het buitengewoon onderwijs op termijn zal en moet verdwijnen. De ambities van het inclusie-plan van de Katholieke onderwijskoepel klinken eveneens revolutionair. De titel: Onderwijs voor alle leerlingen. De wervende kracht van een droom klinkt verhullend en misleidend. Het gaat eigenlijk om vrij radicale inclusie, veel radicaler nog dan in het M-decreet. De visie van Lieven Boeve en Co wordt geenszins gedragen door de overgrote meerderheid van de leerkrachten, directies en schoolbesturen.
De visie van de katholieke onderwijskoepel en de Consultatienota over de ' inclusieve school voor alle leerlingen' zou leiden tot LAT-inclusie = learning apart together voor veel inclusieleerlingen en tegelijk tot een ontwrichting van het gewoon onderwijs. Onderwijskundigen en praktijkmensen vinden ook dat zon revolutionaire hervorming niet ingevoerd mag worden vooraleer ze voldoende is uitgetest. Dat is geenszins het geval ook het M-decreet werd niet uitgetest.
Alle (inclusie)leerlingen die voldoende profijt kunnen halen uit de gewone lessen, de klassikale instructie en het samen oefenen horen thuis in de gewone klassen. Hiertoe behoren ook de leerlingen die mits extra-zorgverbreding of GON-ondersteuning voldoende aansluiting kunnen vinden bij het groepsgebeuren. De zorgverbreding en GON-werking kunnen nog sterk verbeterd worden maar dit is iets helemaal anders dan de inclusie-voorstellen van de onderwijskoepel en de consultatienota.
In Vlaanderen beschikken we over het vermoedelijk best uitgebouwde buitengewoon onderwijs ter wereld. De grote bevolkingsdichtheid maakte het werken met afzonderlijke en degelijke scholen voor buitengewoon onderwijs mogelijk. De wet van 1970 propageerde afzonderlijke scholen om zo meer passend onderwijs te kunnen bieden aan probleemleerlingen. In b.v. een type-8 school met 6 à 8 klassen kan men beter inspelen op het specifieke niveau en de specifieke noden dan in het vroegere systeem van twee b.o.-klassen binnen een gewone school.
In 1970 waren de onderwijskundigen, de politici en de beleidsadviseurs er stellig van overtuigd dat het systeem van aparte b.o.-scholen met voldoende leerlingen beter was dan een paar aparte b.o.-klassen binnen gewone scholen mede ook om voortaan de nodige paramedische ondersteuning te kunnen bieden. Aparte en gespecialiseerde buso-scholen bereiden momenteel hun leerlingen ook goed voor op de arbeidsmarkt - met inbegrip van de beschutte werkplaatsen. In gewone secundaire scholen is dit absoluut niet haalbaar. Dit is ook niet haalbaar in het bso, dat overigens na 2 jaar M-decreet in het secundair onderwijs het meest te lijden heeft onder dit decreet.
Leren op een (gewone) school was/is in essentie een groepsgebeuren. Inclusie-leerlingen in een gewone klas moeten voldoende profijt kunnen halen uit het samen optrekken binnen de leerstof en binnen gemeenschappelijke eindtermen en leerplannen. Radicale inclusie doorbreekt dit eeuwenoude principe en breekt met het eindtermenconcept. Veel inclusieleerlingen kunnen bijvoorbeeld geenszins participeren aan een les begrijpend lezen in een 2de leerjaar omdat ze nog niet technisch kunnen lezen. Binnen een les cijferen in het 3de leerjaar zullen velen enkel de cijfers kunnen benoemen omdat ze nog het eenvoudige hoofdrekenen niet beheersen. In het beroepsonderwijs kunnen sommigen niet echt participeren aan een kookopdracht, omdat ze de inhoudsmaten onvoldoende kennen. Dat ze achteraf samen met de andere leerlingen het kookproduct mogen proeven, is een magere troost. De meeste, directies, leerkrachten en politici vonden destijds het samen plaatsen van aso- en tso-leerlingen in het VSO al te radicaal. Nu wil de koepel van het katholiek onderwijs een nog veel grotere heterogeniteit installeren.
Uit tal van enquêtes en polls van de voorbije jaren bleek dat de overgrote meerderheid van de leerkrachten de mening toegedaan is dat radicale inclusie voor heel wat leerlingen leidt tot LAT-onderwijs (learning apart together). Zon inclusie plaatst veel b.o.-leerlingen in een situatie van apartheid binnen de gewone klassen. Aan dezelfde klastafel zitten, maar niet mogen mee-eten uit de klassikale pot is bijzonder pijnlijk en discriminerend. Zulke inclusie-leerlingen voelen zich uitgesloten; ze lijden onder hun situatie van apartheid binnen het leerproces en het groepsgebeuren. Het zelfbeeld en de competentiebeleving van deze LAT-leerlingen is lager dan wanneer ze in aangepaste b.o.-klassen binnen of buiten het gewone onderwijs samen met niveaugenoten kunnen optrekken. LAT-onderwijs binnen gewone klassen komt onvoldoende tegemoet aan de specifieke noden en ontwikkelingsbehoeften van b.o.-leerlingen. LATonderwijs betekent voor hen minder ontwikkelingskansen.
Uit onderzoek blijkt dat leerlingen met een aanzienlijke leerachterstand bij de meeste schoolse vaardigheden een heel kwetsbare groep zijn. Het buitengewoon onderwijs biedt voor deze kinderen een meer aangepast niveau waardoor ze minder faalervaringen opdoen en zich ook minder vlug een uitzondering voelen. Jammer genoeg werd de voorbije decennia al te weinig geïnvesteerd in het verhogen van de kwaliteit van het buitengewoon onderwijs. De katholieke koepel pleit terecht voor meer centen voor inclusief onderwijs. Men zou veel beter de centen die men aan inclusie zou willen besteden, investeren in zorgverbreding en GONondersteuning binnen het gewone onderwijs en in verbetering van de kwaliteit van het buitengewoon onderwijs.
LAT-inclusie tast ook het basisprincipe van het huidige onderwijs aan. In de huidige heterogene klassen van het lager onderwijs moeten leerkrachten nu al bijna het onmogelijke doen om alle leerlingen samen te houden en om extra aandacht te besteden aan de zwakkere leerlingen en aan de taalproblemen van migrantenleerlingen. In een klas met LAT-leerlingen zullen die zwakkere leerlingen nog minder aandacht krijgen. LAT-inclusie betekent dus ook minder aandacht voor de achterstandsleerlingen binnen het huidige onderwijs. Het leidt ook tot onderpresteren van de betere leerlingen. Uit de recente TIMSS-studie in het 4de leerjaar bleek nu al dat onze sterkere leerlingen eerder onderpresteren; de kloof met de zwakkere is relatief gezien te klein.
De onderwijskoepel en de Consultatienota pleiten ook voor individuele leertrajecten voor inclusieleerlingen. Hardnekkige leerproblemen, ernstige functionele beperkingen, ernstige gedrags- en emotionele problemen, autisme ) vragen inderdaad om substantiële wijzigingen van het onderwijsaanbod. Van leerkrachten in een gewone klas mag men niet verwachten dat ze naast het gemeenschappelijk curriculum ook nog kunnen werken met individuele curricula voor bepaalde kinderen.
Passend onderwijs voor alle leerlingen is voor praktijkmensen heel iets anders dan inclusie-onderwijs van de katholieke onderwijskoepel en van de Consultatienota. De recente inclusie-voorstellen zouden tot een sterke ontwrichting van zowel gewoon als buitengewoon onderwijs leiden Passend onderwijs is geen droom voor 2025, maar al grotendeels realiteit. Vlaanderen beschikt al lang over degelijk buitengewoon onderwijs en over kwalitatief hoogstaand gewoon onderwijs. Het komt er op aan de ondersteuning van probleemleerlingen binnen het (buiten)gewoon onderwijs nog verder te optimaliseren. De GOK-aanpak kan veel beter en het buitengewoon onderwijs wordt al lange tijd verwaarloosd.
We zijn van plan om een petitie op te starten waarmee voorliggend standpunt onderschreven kan worden. We zoeken nog naar wat technische ondersteuning. Jammer genoeg durven veel onderwijsmensen slechts anoniem getuigen uit vrees voor mogelijke sancties en verwijten. We moeten hiermee rekening houden.

Vlaanderen moet af van de scheiding tussen gewone en buitengewone scholen. Het Katholiek Onderwijs wil kinderen niet langer doorschuiven.
De grootste onderwijskoepel van Vlaanderen heeft zopas een visietekst goedgekeurd die de contouren schetst van echt inclusief onderwijs: Onderwijs voor alle leerlingen in 2025.
De basisgedachte daarvan is dat de scheiding tussen gewoon en buitengewoon onderwijs moeten worden opgeheven. Elk kind moet in elke school welkom zijn, zegt Lieven Boeve, directeur-generaal van het Katholiek Onderwijs. Of het nu een kleuter is met leervoorsprong of een tiener met een meervoudige beperking.
Het M-decreet regelt dit toch al?
Lieven Boeve: Het M-decreet is maar een eerste stap. Het suggereert dat alle kinderen die ooit naar het buitengewoon onderwijs zijn gestuurd, terug naar het gewoon onderwijs kunnen. Het decreet gaat bijgevolg nog altijd uit van twee aparte systemen. Wij willen veel verder gaan. We willen niet meer dat kinderen worden doorgeschoven van de ene school naar de andere. Scholen worden mee verantwoordelijk, samen met de ouders, om kinderen een goed en gepast aanbod te doen.
Wil u van het buitengewoon onderwijs af?
We willen zeker niet van de expertise van het buitengewoon onderwijs af. Het is wel onze ambitie om het aanbod anders te organiseren. Weet u, Vlaanderen beschikt over uitstekend buitengewoon onderwijs. Omdat het zo goed is, zijn er ook zoveel kinderen naartoe gestuurd. Maar op die manier hebben we de segregatie in de samenleving mee in de hand gewerkt. Daar willen we vanaf.
Hoe ziet u dat in de praktijk?
We willen alle expertise samenbrengen in grote clusterscholen, zodat elke school elk kind kan helpen. Kinderen hoeven niet meer te worden gelabeld voor ze gepast onderwijs krijgen. "Inclusief onderwijs houdt in dat elke school openstaat voor elke leerling, ongeacht de aard en de intensiteit van de zorg . Wat vooral bedoeld wordt, is dat wanneer een ouder en leerling met een specifieke onderwijsbehoefte zich bij een school aanmelden, of wanneer een specifieke onderwijsbehoefte wordt vastgesteld, de zorg voor deze leerling vanaf dat ogenblik een gezamenlijke verantwoordelijkheid is.
Een inclusieve school komt op een zinvolle manier tegemoet aan de verschillende behoeften van al deze kinderen. Onze keuze voor inclusief onderwijs is stevig gefundeerd in het pedagogisch project van de katholieke dialoogschool en het christelijke mens- en wereldbeeld dat dit schraagt.
We formuleren inclusief onderwijs zo inclusief mogelijk, en stappen hierbij af van bestaande categoriseringen (zoals bijvoorbeeld gewoon en buitengewoon onderwijs). Als eerste stap in de overgang naar een meer inclusieve setting kunnen scholen voor gewoon onderwijs een vestigingsplaats creëren in een school voor buitengewoon onderwijs (bv. een drietal klassen, of wegens de vermindering van het aantal leerlingen in het BuO kan men ook meer klassen verplaatsen). De school voor buitengewoon onderwijs kan op zijn beurt herstructureren en een vestigingsplaats (met bv. type basisaanbod) maken in de gewone school. Van buitenaf gezien gaan kinderen in de betrokken vestigingsplaatsen naar een school zonder het label gewoon of buitengewoon. Administratief gaat het uiteraard nog om twee verschillende scholen. Mits een goede aanpak van schoolbestuur en directie is het zo eenvoudiger om de interne segregatie te doorbreken en binnen de scholen een proces op gang te zetten waarbij de teams van elkaar leren, samen activiteiten organiseren en leerlingen van gewoon en buitengewoon onderwijs met elkaar laten samenleven."
Passend onderwijs is voor praktijkmensen heel iets anders dan inclusie-onderwijs van katholieke onderwijskoepel
Pleidooi voor echt passend onderwijs i.p.v. inclusieve klas en ontwrichting van het onderwijs in visietekst van de katholieke onderwijskoepel. Passend onderwijs = aangepast aan de uitenlopende noden van de leerlingen.
Geen inclusieve school en illusoire droom als in de visietekst van de katholieke koepel, maar al vele jaren grotendeels realiteit in het Vlaams onderwijs. Pleidooi ook voor optimalisering van het buitengewoon onderwijs en van de ondersteuning van inclusieleerlingen in het gewoon onderwijs.
Amper 1,3% van de leerkrachten vonden volgens de Koppen -enquête het M-decreet haalbaar. 90 à 95 % van de leerkrachten zijn tegenstander van radicalere inclusie. De ambities van het inclusie-plan van de Katholieke onderwijskoepel klinken revolutionair. De titel: Onderwijs voor alle leerlingen. De wervende kracht van een droom klinkt verhullend en misleidend. Het gaat eigenlijk om vrij radicale inclusie, veel radicaler nog dan in het M-decreet. De visie van Lieven Boeve en Co wordt geenszins gedragen door de overgrote meerderheid van de leerkrachten, directies en schoolbesturen.
De visie van de katholieke onderwijskoepel over de ' inclusieve school voor alle leerlingen' zou leiden tot LAT-inclusie = learning apart together voor veel inclusieleerlingen en tegelijk tot een ontwrichting van het gewoon onderwijs Onderwijskundigen en praktijkmensen vinden ook dat zon revolutionaire hervorming niet ingevoerd mag worden vooraleer ze voldoende is uitgetest. Dat is geenszins het geval.
Alle leerlingen die voldoende profijt kunnen halen uit de klassikale instructie, het samen oefenen en de klassikale feedback horen meestal het best thuis in de gewone klassen. Hiertoe behoren ook de leerlingen die mits extra-zorgverbreding of GON-ondersteuning voldoende aansluiting kunnen vinden bij het groepsgebeuren. De zorgverbreding en GON-werking kunnen nog sterk verbeterd worden maar dit is iets helemaal anders dan de inclusie-voorstellen van de onderwijskoepel.
In Vlaanderen beschikken we over het vermoedelijk best uitgebouwde buitengewoon onderwijs ter wereld. De grote bevolkingsdichtheid maakte het werken met afzonderlijke en deegelijke scholen voor buitengewoon onderwijs mogelijk. De wet van 1970 propageerde zon afzonderlijke scholen om zo meer passend onderwijs te kunnen bieden aan probleemleerlingen. In b.v. een type-8 school met 8 klassen kan men beter inspelen op het specifieke niveau en de specifieke noden dan in het vroegere systeem van twee b.o.-klassen binnen een gewone school. In 1970 waren de onderwijskundigen, de politici en de beleidsadviseurs er stellig van overtuigd dat het systeem van aparte b.o.-scholen met voldoende leerlingen beter was dan aparte b.o.-klassen binnen gewone scholen mede ook om voortaan de nodige paramedische ondersteuning te kunnen bieden. Aparte en gespecialiseerde buso-scholen bereiden momenteel hun leerlingen ook goed voor op de arbeidsmarkt - met inbegrip van de beschutte werkplaatsen. In gewone secundaire scholen is dit absoluut niet haalbaar.
Leren op een (gewone) school was/is in essentie een groepsgebeuren. Inclusie-leerlingen in een gewone klas moeten voldoende profijt kunnen halen uit het samen optrekken binnen de leerstof en binnen gemeenschappelijke eindtermen en leerplannen. Radicale inclusie doorbreekt dit eeuwenoude principe en breekt met het eindtermenconcept. Veel inclusieleerlingen kunnen bijvoorbeeld geenszins participeren aan een les begrijpend lezen in een 2de leerjaar omdat ze nog niet technisch kunnen lezen. Binnen een les cijferen in het 3de leerjaar zullen velen enkel de cijfers kunnen benoemen omdat ze nog het eenvoudige hoofdrekenen niet beheersen. In het beroepsonderwijs kunnen sommigen niet echt participeren aan een kookopdracht, omdat ze de inhoudsmaten onvoldoende kennen. Dat ze achteraf samen met de andere leerlingen het kookproduct mogen proeven, is een magere troost. De meeste, directies, leerkrachten en politici vonden destijds het samen plaatsen van aso- en tso-leerlingen in het VSO al te radicaal. Nu wil de koepel van het katholiek onderwijs een nog veel grotere heterogeniteit installeren.
Uit tal van enquêtes en polls van de voorbije jaren bleek dat de overgrote meerderheid van de leerkrachten de mening toegedaan is dat radicale inclusie voor heel wat leerlingen leidt tot LAT-onderwijs (learning apart together). Zon inclusie plaatst veel b.o.-leerlingen in een situatie van apartheid binnen de gewone klassen. Aan dezelfde klastafel zitten, maar niet mogen mee-eten uit de klassikale pot is bijzonder pijnlijk en discriminerend. Zulke inclusie-leerlingen voelen zich uitgesloten; ze lijden onder hun situatie van apartheid binnen het leerproces en het groepsgebeuren. Het zelfbeeld en de competentiebeleving van deze LATleerlingen is lager dan wanneer ze in aangepaste b.o.-klassen binnen of buiten het gewone onderwijs samen met niveaugenoten kunnen optrekken.
Uit onderzoek blijkt dat kinderen met een aanzienlijke leerachterstand bij de meeste schoolse vaardigheden een heel kwetsbare groep zijn. Het buitengewoon onderwijs biedt voor deze kinderen een meer aangepast niveau waardoor ze minder faalervaringen opdoen en zich ook minder vlug een uitzondering voelen. Jammer genoeg werd de voorbije decennia al te weinig geïnvesteerd in het verhogen van de kwaliteit van het buitengewoon onderwijs. LAT-onderwijs binnen gewone klassen komt dus onvoldoende tegemoet aan de specifieke noden en ontwikkelingsbehoeften van b.o.-leerlingen. LATonderwijs betekent voor hen een extra-discriminatie.
De katholieke koepel pleit voor meer centen voor inclusief onderwijs. Men zou veel beter de centen die men aan inclusie zou willen besteden, investeren in zorgverbreding en GONondersteuning binnen het gewone onderwijs en in verbetering van de kwaliteit van het buitengewoon onderwijs.
LAT-inclusie tast ook het basisprincipe van het huidige onderwijs aan. In de huidige heterogene klassen van het lager onderwijs en zelfs in het secundair onderwijs moeten leerkrachten nu al bijna het onmogelijke doen om alle leerlingen samen te houden en om extra aandacht te besteden aan de zwakkere leerlingen en aan de taalproblemen van migrantenleerlingen. In een klas met LAT-leerlingen zullen die zwakkere leerlingen nog minder aandacht krijgen. LAT-inclusie betekent dus ook minder aandacht voor de achterstandsleerlingen binnen het huidige onderwijs. Het leidt tegelijk tot onderpresteren van de betere leerlingen. Uit de recente TIMSS-studie in het 4de leerjaar bleek nu al dat onze sterkere leerlingen eerder onderpresteren; de kloof met de zwakkere is relatief gezien te klein.
De katholieke onderwijskoepel pleit ook voor individuele leertrajecten voor inclusieleerlingen. Hardnekkige leerproblemen, ernstige functionele beperkingen, ernstige gedrags- en emotionele problemen, autisme ) vragen inderdaad om substantiële wijzigingen van het onderwijsaanbod. Van leerkrachten in een gewone klas mag men niet verwachten dat ze naast het gemeenschappelijk curriculum ook nog kunnen werken met individuele curricula voor bepaalde kinderen.

Een paar jaar gelden stelde de directeur-generaal VSKO-Mieke Van Hecke de scholen en leerkrachten nog gerust met de stelling: inclusie in een gewone school is volgens het M-decreet dat we ondertekenden
ENKEL bedoeld voor leerlingen die de gewone lessen kunnen volgen. Nu opteren Lieven Boeve en Co voor iets radicaal anders en voor het gewoon opdoeken van aparte scholen voor buitengewoon onderwijs.

Deze visietekst is de vrucht van overleg tussen vertegenwoordigers uit het gewoon en buitengewoon basis- en secundair onderwijs op de tweedaagse transversale adviesraad van 29 en 30 september 2016, bijgewerkt op 8 december 2016 na discussie van de tekst op de directiecommissies en adviesraden van het leerplichtonderwijs, en als voorlopige visietekst aanvaard door de raad van bestuur van Katholiek Onderwijs Vlaanderen op 15 december 2016.
In deze tekst worden een aantal basisinzichten geformuleerd die de contouren aangeven van wat inclusief onderwijs, onderwijs voor alle leerlingen, in 2025 concreet zou kunnen betekenen. Fundamentele aspecten van inclusief onderwijs, zorg, financiering, organisatie en randvoorwaarden worden gedefinieerd en in hun onderlinge samenhang verhelderd.

LRI involves the following at some point in the learning and
achievement process:
(1) Reducing the difficulty of a task during initial learning
(2) Instructional support and scaffolding through the task
(3) Ample structured practice
(4) Appropriate provision of instructional feedback, and
(5) Independent practice and guided autonomy.
These represent a useful organising frame- work for considering key elements of LRI.Here, these elements are briefly introduced.
(1) Reducing the difficulty of a task during initial learning
Pre-training
■Teacher provides early instruction on the core elements of a task (e.g.identifying name, definition, location,function of topics or components) to assist subsequent learning
Modelling important processes
■Teacher demonstrates how to complete a task; can also involvethink-aloud strategies as the teacher conducts a task

Vooraf: CONCLUSION The bulk of research into instructional techniques that directly or indirectly reduce cognitive load (i.e. Load Reduction Instruction; LRI) has focused on academic learning and achievement. Findings support the role of LRI in students learning and achievement gains. Less attention has been given to the role of LRI in promoting students motivation and engagement.
The present review has harnessed motivation and engagement as a lens through which to consider LRI. It has examined key dimensions of motivation and engagement and explored the extent to which specific approaches and strategies under LRI address them.
The review has also considered the learning process more broadly and highlighted the role of guided discovery approaches in the learning sequence to appropriately manage cognitive load and generate greater autonomy and independent learning. Thus, it is emphasised that LRI encompasses both explicit instructional approaches and guided discovery-oriented learning and that this has significant implications for students academic motivation and engagement.
Taken together, educators would do well to recognise the motivating and engaging properties of clear, structured and well guided instruction, and the role this plays in students learning and achievement.

School is academically demanding and becomes more so as students move from elementary school to middle school to high school. Across these stages of schooling (and year levels within them), there is an escalation in homework, frequency and difficulty of assessment, content to be covered, subject difficulty, and competing deadlines
This progressive escalation in challenge places increased cognitive demands on students. At the same time, there are well-documented declines in motivation and engagement as students move from elementary to and through high school. For example, Eccles and colleagues have identified significant

MartinLoad Reduction Instruction(LRI) is an umbrella term referring to instructional approaches that seek to reduce cognitive load in order to optimise students learning and achievement.
LRI typically encompasses explicit and direct instruction, and under particular conditions can also encompass less structured approaches such as guided discovery-, problem-, and inquiry-based learning. Theory and research support the role of LRI in students academic learning and achievement. Relatively less attention has been given to the role of LRI in students academic motivation and engagement. This review examines key dimensions of motivation and engagement and explores the extent to which specific approaches and strategies under LRI may promote them.
A major tenet of the review is that students are at first novices with respect to academic skill and subject matter and that a structured and somewhat directional approach to instruction that reduces cognitive load is important for achievement, motivation, and engagement in the early stages of learning. LRI helps build the content of long-term memory and develops a level of fluency and automaticity that frees up working memory to apply to a given task or problem. As discussed, this fluency and automaticity has implications for students motivation and engagement. Importantly, as core skill, knowledge and automaticity further develop, LRI emphasises the centrality of guided discovery-, problem-, and inquiry-based learning. Introduced at the appropriate point in the learning process, these scaffolded exploratory approaches can also be a means to manage cognitive load, generate autonomous learning, and provide a further basis for students motivation and engagement. The review concludes by showing how these instructional practices that unambiguously emphasise the role of the teacher are in fact predominantly student-centered and student-salient. Taken together, it is considered important to recognise the motivating and engaging properties of clear, structured and well guided instruction, and the implications this has for students learning and achievement outcomes declines in academic expectancy and valuing between elementary and high school. Once in high school, Martin (2007, 2009) has shown that both motivation and engagement decline as students move from early high school to middle high school and that this follows from higher levels of motivation and engagement in elementary school. Eccles and Midgley (1989) proposed that motivation and engagement decline across the transition from elementary to middle/high school because the developmental needs of adolescents do not fit with the change of context and demands in high school and nor do instructional approaches adequately meet the needs of the developing learner.
The escalation in demands through school brings into consideration the need to approach instruction in ways that appropriately manage the burden on learners where possible and feasible. Cognitive psychology has been informative in identifying instructional approaches that are directly geared to managing the cognitive load on students to better help them learn and achieve. This article considers numerous instructional approaches that explicitly or implicitly appropriately manage the cognitive burden on students as they learn. Load Reduction Instruction (LRI) is introduced here as an umbrella term that encompasses instructional models such as direct instruction and explicit instruction as well as some less structured approaches to instruction (e.g. guided discovery learning) that seek to optimally manage the cognitive burden on students in order to enhance their learning and achievement. To date, the bulk of research into LRI approaches has focused on their effects for learning and achievement.
As discussed in this review, findings support the role of LRI in generating learning and achievement gains. Although learning and achievement are desirable ends in themselves, there are other factors that are considered desirable academic ends. Motivation and engagement are two such factors salient on the psychoeducational landscape. Indeed, from a cognitive psychological perspective, motivation and engagement are recognised as important factors in more complex learning (e.g. Van Merrienboer & Sweller, 2005) and factors that can increase the cognitive resources devoted to a task (e.g. Paas, Renkl & Sweller, 2003).
The present review considers the relationship between motivation, engagement, and LRI. It examines key dimensions of motivation and engagement and explores the extent to which specific approaches and strategies under LRI can address them. In so doing, it seeks to complement the large body of work into LRI and its achievement effects with closer consideration of its potential yields for students motivation and engagement.

PART 1: LOAD REDUCTION INSTRUCTION Load Reduction Instruction (and Guided Discovery Learning) Load Reduction Instruction (LRI) is defined here as a mode of teacher-led instruction that involves the following at key points in the learning process: (1) Reducing the difficulty of a task during initial learning (2) Instructional support and scaffolding through the task (3) Ample structured practice (4) Appropriate provision of instructional feedback, and (5) Independent practice and guided autonomy A major tenet of LRI is that learners are at first novices with respect to academic skill and subject matter, that a structured and systemic approach to instruction is important in the early stages of learning, and that there is an appropriate time for guided discovery and exploratory approaches as novices become more developed in their learning ). Indeed, guided discovery learning can be another means by which to manage cognitive load for the student in the learning process. Accordingly, attention will also be given to the role of guided discovery learning as a part of LRI. As discussed below, following sufficient explicit input, guided practice and demonstration of independent learning, there is an important place for guided discovery learning, including with regards to motivation and engagement (Liem & Martin, 2013; Martin, 2013). Once learners progress beyond novice status and have sufficiently automated core skills and knowledge, they are ready to engage in meaningful discovery and exploratory learning that have motivational properties beyond the motivational yields experienced through LRI. LRI thus recognises that explicit and constructivist learning and teaching are inextricably intertwined such that the effectiveness of one is reliant on the effectiveness of the other. Although other frameworks have recognised the roles of both explicit and discovery approaches LRI is distinct in that its emphasis is on reducing or managing the cognitive burden on students as they learn. LRI is thus termed, framed, and developed deliberately to indicate why we engage its various instructional elements namely, to deliver instruction and instructional support so as to appropriately reduce and manage the cognitive burden on the learner.
The cognitive architecture of the human mind: Working and long-term memory When developing instructional approaches for students, it is important to understand the cognitive parameters relevant to learning. The architecture of the human mind and its memory systems is one of the core foundations underpinning the rationale for LRI approaches. This has implications for the development and delivery of LRI as well as the ordering and balancing of explicit instruction and guided discovery learning. Working and long-term memory are primary mechanisms for learning (Kirschner, Sweller & Clark, 2006; Sweller, 2012; Winne & Nesbit, 2010). Working memory refers to the conscious component of cognition responsible for receiving and processing information, performing tasks, solving problems, etc. particularly new information, new tasks, and novel problems. Learning is believed to occur when information is successfully moved from working memory and stored in longterm memory
. Figure 2 shows the process, with stimuli received by the sensory register (e.g. sound, sight, touch etc.) sent to working memory, information in working memory is encoded and sent to longterm memory, and information in long-term memory is retrieved to working memory to be applied as necessary. If working memory is overly burdened or overloaded then there is a heightened risk that instructional content is not understood, information is misinterpreted or confused, information is not effectively encoded in longterm memory, and learning is markedly slowed down (Rosenshine, 1986, 2009; Tobias, 1982). Given this, there is a need to deliver instruction, present instructional material, and organise learning tasks that do not overly or unnecessarily burden students working memory (Kirschner et al., 2006). It is also the case that working memory is limited. Indeed, because a major function of working memory in the classroom is to process novel, unfamiliar information that comes from others (via listening, observing, or reading), working memory limits are highly relevant at many points of the learning process. This presents a substantial challenge to teachers as effective instruction relies on them navigating this limited conscious aspect of the cognitive structure (working memory) when teaching new material and presenting novel subject matter (Sweller, Ayres & Kalyuga, 2011; Winne & Nesbit, 2010). It has been speculated that information stored in working memory has a capacity of about seven elements (or even as low as four elements plus or minus one element). Further, this can be lost within about 30 seconds unless rehearsed (Baddeley, 1994). Clearly, a vast body of instructional material comprises information that exceeds seven (or so) elements or requires the student to be able to retain extended or complex concepts in conscious working memory for more than 30 seconds.
This reality has led to research and theory into instructional approaches that aim to accommodate the boundary conditions inherent in learners working memory systems. Fortunately, long-term memory does not have the same limitations as working memory. Long-term memory has vast capacity. Thus, if information can be effectively and accurately stored in long-term memory and if working memory can efficiently access this long-term memory, successful learning can take place. Given this, there is a clear necessity to deliver instruction and develop instructional material that optimally assists the processing of information to long-term memory from working memory, the processing of information from long-term memory to working memory, and a working memory that is freed from unnecessary burden or load (Martin, 2015; Paas et al., 2003; Sweller, 2003, 2004; Winne & Nesbit, 2010). From a cognitive load perspective, learning thus very much relies on building long-term memory and effectively managing working memory to facilitate this (Kirschner et al., 2006; Sweller, 2012; Winne & Nesbit, 2010). According to Kirschner and colleagues: Any instructional theory that ignores the limits of

working memory when dealing with novel information or ignores the disappearance of those limits when dealing with familiar information is unlikely to be effective (2006, p.77). Indeed, cognitive load theorists suggest three goals for designing learning: reduce extraneous cognitive load, manage essential cognitive processing, and foster generative processing (Mayer, 2004; Mayer & Moreno, 2010; Moreno & Mayer, 2010). In all cases, it is recognised that cognitive capacity is limited and so it is important to reduce load on learners in order to facilitate the learning process. Notably, when dealing with familiar, organised information held in long-term memory, there are no known capacity or duration limits on working memory. Thus, students are transformed when information is transferred to long-term memory and this explains why education is transformative (Sweller, 2012).
Fluency and automaticity According to Rosenshine (1986, 2009), fluency and automaticity are vital means of reducing the burden on working memory. This occurs when information is effectively stored in long-term memory and is accessed by working memory fluently and seemingly automatically. This frees up working memory that can then be used to process new information to long-term memory, to apply ones learning, or for higher order thinking and guided discovery learning (Rosenshine, 1986, 2009). That is, as longterm memory builds and automaticity develops, the learner is ready for greater discovery, exploration, and inquiry approaches to instruction. The pedagogical approach traversing this process is herein referred to as LRI. Indeed, it is claimed that it is this automaticity that demarcates novice learners from expert learners. Expert learners derive and build their skill by drawing on the extensive information stored in long-term memory and quickly selecting and applying it to solve new problems (Kirschner et al., 2006). Accordingly, the aim of education is to increase the information held in long-term memory and this is achieved through instruction that optimises the capacity of working memory and long-term memory to process new information efficiently.
Automaticity also demarcates the student who struggles academically from the student who does not (Martin, 2015). There are some students for whom working memory (or related executive functions) is impaired. These students are more likely to be cognitively overloaded than students without such impairments. Especially for these academically at-risk students, it is important that teachers implement instructional approaches that reduce the burden on working memory.
Accommodating the boundary conditions of human cognitive architecture as relevant to learning thus relies on the teacher to structure learning material and learning activities in a way that reduces ambiguity, enhances clarity, builds in sequencing, and harnesses scaffolds. In so doing, the teacher manages the learning and instruction process in a way that optimises learner and learning efficiency. Notably, recent developments in cognitive psychology that have been applied to educational processes provide guidance on how material can be organised and presented to learners to free up working memory, optimise long-term memory, and enhance the processing of information from long-term to working memory and in so doing, realise the aims of instruction intended to reduce the cognitive burden on students (Winne & Nesbit, 2010). However, as discussed below, as fluency and automaticity develop, the cognitive load inherent in instruction may be upwardly adjusted (e.g. via independent and guided discovery learning) to match the developing expertise of the learner.
Load Reduction Instruction and evidence:
Learning and achievement In numerous empirical studies, meta-analyses and reviews, the achievement-related merits of LRI approaches are evident (Cromley
Byrnes, 2009; Lee & Anderson, 2013; Liem & Martin, 2013; Mayer, 2004). Across numerous subject domains and skill sets to be learned, LRI is positively associated with learning and/or achievement (e.g. see Cooper & Sweller, 1987; Klahr & Nigam, 2004; Matlen & Klahr, 2010; Strand-Cary & Klahr, 2008; Sweller & Cooper, 1985). In early work, Adams and Engelmann (1996) examined the effectiveness of major educational approaches (including those aligned with LRI) on numerous educational outcomes.
Findings showed that explicit instruction, for example, yielded consistently positive effects on basic skills (e.g. word recognition, spelling, math computation) and cognitive skills (e.g. reading comprehension, math problem solving). Positive effects were also observed for motivational factors and affective outcomes (e.g. self-concept, attributions to success). In a meta-analysis by Haas (2005), the most effective method of teaching algebra was deemed to be explicit instruction. Its effectiveness was attributed to the focus on appropriate pacing and both guided and independent practice.
Borman and colleagues (2003) conducted a meta-analysis of numerous school reform programs. They found that explicit instruction evinced the strongest systematic evidence of effectiveness. In a meta-analysis across 304 explicit (direct) instruction studies, Hattie (2009) ranked explicit instruction 26th out of 138 effects on achievement, placing it among the most successful outcomes (p.205). Meta-analysis by Alfieri and colleagues (2011) showed that the specific techniques emphasised under LRI-oriented frameworks moderated the effects on achievement. For example, worked examples yielded the strongest results, followed by feedback, direct teaching, and explanations. When reviewing the range of meta-analyses conducted over the past two decades, Liem and Martin (2013) concluded that LRI approaches that allow teachers to be activators of student learning (Hattie, 2009) are well placed to alleviate cognitive demands and assistworking memory and long-
