MY DEAR PRIME MINISTER
I have received your letter, and appreciated it. Unfortunately,
I can-not control the flow of gifts to the British people, much as I would
desire to do; the gifts come from the American People, not me personally. I
will attempt to suggest that gifts of military value are sent instead of
frivolous goods, but neither I nor the American State can control peoples
choices directly, as is attempted in the wretched German state which has
started the War.
Much as I might try, I simply can-not control the sending
of gifts. In this most unprecedented situation, I feel that the civilian
population needs at least a small amount of gifts from America, at the very
least until this war is concluded and the foe destroyed. It is also with the most profound amazement
that I note the courage and defiance of the years of horror at the beginning of
the war, which you displayed during that dark period in Time, and doubtless
History.
