As we learn, miners continue to die in accidents in China, Russia, America,
and elsewhere. As we learn, academics and corporate apologists generate
technical papers on management by a risk-based approach. We'd like to ask that:
Will or won't it go bankrupt paying for the cleanup?
The phrase 'safety is built from the ground up' may seem like a cliche. But a
group of mining companies is taking the message to heart with a concerted
campaign to work with original equipment manufacturers (OEMs) to ensure that
safety is incorporated into the design of mining equipment. The group meet with
OEMs on a regular basis, typically once a year, bfinging forward recommendations
for design changes to equipment in order to improve sagety. While the initial
focus was on surface mining equipment, EMESRT has expanded into three other
equipment areas - exploration drilling, underground hard rock, and underground
coal and soft rock.
Safety risk exists along with enterprise's loss. In another word, once one
mining company disaster is reported, its fame, enterprise image and finance all
face the risks. In addition to this aspect, there is another risks. Thus, mining
enterprise has to learn how to live with these risks. You cannotafford to do it
all, so take the risk and get the probabilities right.
All too often these prophets of probability prevail. And equally often their
statistics are proven right: something fails and somebody in the mine dies. Or
worse, they are proven wrong; and something fails, and many people at the mine
die. A committed mining statistician will tell you: There is no suchthing as a
risk- free world. Thus we must incorporate risk, probability, and consequence in
our real-world view, analyses, and decisions. After all, we will all die
sometime, the tailings will flow to the ocean eventually, and the pit will
become a part of the topography.
The fascinating thing to contemplate in the light of coal mine deaths,
tailings dam failures, and oil rig blowouts, is this: What, if anything, do
these recent, admittedly spectacular events, mean to other mining projects? One
blogger recently asked: Can the Alaska Pebble Mine survive BP? In other words,
how can one defend probability in building 700-ft high slimes dams above the
salmon hatchery? In the enormity of time, any probability offailure, no matter
how small, will come to pass and those baby salmon are toast.
In search of a risk-free world, in deference to the near-demise of BP, and in
recognition that extreme statistics do play out, are we headed to a new mining
world; one where only reasonable projects involving rich ore bodies in dry,
non-seismic parts of the world proceed? Are we headed to a more
conservativeperspective where the old mining risk profiles are no longer
acceptable? Is mining going to be stung by the BP oil spill to avoid projects,
to do better project engineering, and to try to make living near andworking on a
mine as safe as commercial flight? Funny how we accept that commercial airlines
shouldbe safe, but happily accept far less in a coal mine, in a slimes dam, and
on an oil rig.
In open-pit coal mining, how to manage energy consumption efficiently?
Open-pit mining follows the same sequence of operations as underground
mining: drilling, blasting, and loading and removing waste and ore. Open-pit

coal in Yugoslavia, along with ecological issues also covers large energy and
materials consumption in this field as a strong limiting factor. Such estimation
is based on the ever increasing requirements for energy. spare parts and various
materials that in surface exploitation of coal are growing with increase of the
physical volume of production. The complex analysis of the factors influencing
consumption of energy and materials in the surface exploitation recognizes three
groups of main factors such as natural. technological and organizational.
The group of natural factors covers separation of deposits, relief of
terrain, coefficient of overburden, physic-mechanical properties of the deposit,
depth of mining, mineral materials quality and length of transportation roads.
Technological factors include structural equipment design, project designs.
installed power, method of excavation, loading and transportation, method of
piling, development of excavated faces, useful value of mined materials and
mineral processing. Quality mineral materials and the length of transportation
roads can also be listed among the technological factors. The organizational
factors are represented by: managing of process, qualification of stuff,
maintenance of mechanization and monitoring the energy as well as material
consumption. Certain open pit mines initiate the study of a series of mutually
interlinked issues concerning technology, efficiency and organization of
production, thus overpassing the accepted principle that the planning standards
are only based on the previously achieved consumption standards. Defining the
modem methods of monitoring energy and material consumption might be considered
as the general scientific-research direction in surface exploitation for the
purpose of decrease in overall costs and better productivity.
Transportation of overburden, within the limits of the open pit surface
itself. to internal waste dump and crushing equipment is carried out by dumper
capacity from 50 to 70 t, and volume of loading frame from 30 to 50 m3.
Transportation of overburden to the external deposit is carried out by belts

Yugoslavia has become more actual.

extremely fuel efficient.
The cost to install the system is about half the cost of installing a
conventional railway line. If you combine the savings from line construction and
eliminating the port requirements, the savings amount to hundreds of millions of
dollars. In some cases, this can mean the difference between proceeding or not
proceeding with a new mine development.
