If I remember correctly Metternich himself has said that these first three matters were definitively approved. They themselves clearly stipulated that there would be no ifs or buts. To suddenly come back to this unanimously approved decision and to try and weasel out of it through bureaucratic means would put their entire delegation in a very difficult situation.
Such a course of action I would hardly call smart and tactical.
I still have faith in the good nature and noble intentions of Austria. But remember that the British Empire is not to be trifled with! After all, we are the ones that emerged victoriously out of the Napoleonic Wars.
