It is not a progressive education utopia, even if the ideas of the progressive education movement are drawn heavily upon by educational academics. Schools are intensely practical places and children pose myriad problems which educators have to muddle-through on a daily basis.
Instead of providing solutions to such problems, education academics are generally committed to some sort of an approach. Typically, academics construct complicated-sounding nouns and then try to rationalise why these things are important. Reification is the complicated-sounding noun that describes this process.
Educationalists would do better to adopt part of what is recognised as the scientific method. They should ask, What would be the case if I were wrong? and then seek that evidence. This is what scientists do. This is why science is the best magic available at present and why we havent yet benefited from The Sociological Revolution. A good theory echoes Pat Benatar. Hit me with your best shot, it says, fire away!.
And so we must welcome the disruptors. I am talking about those who are now holding received educational wisdom up to the light and seeing right through it. They ask whether learning styles or multiple intelligences exist. They wonder whether skills such as collaboration or creativity are really skills and whether they look the same in different contexts. Perhaps these skills have just been made-up socially constructed if you will and are not really things at all.
The disruptors wonder whether teachers really are to blame for childrens deep-seated behavioural problems. They challenge the narrative that these are caused because teachers dont listen or dont plan engaging enough lessons. Instead, they question whether there are other causes and other solutions.
Indeed, they wonder about the notion of engagement, sanctified as it may be. Perhaps there are many kinds of engagement of which relatively few lead to learning. Perhaps hard work can in fact cause the right kind of engagement. Perhaps defining engagement in active behavioural terms risks circular reasoning, particularly if we wish to promote behaviourally active teaching methods. Other kinds of engagement are possible, after all.
The disruptors ask what is wrong with telling kids things. They challenge the idea that inquiry/discovery/constructivist/insert-new-name-for-it-here methods are better and point to the empirical evidence that they are not.
Of course, those who inhabit the current landscape are not going to welcome the disruptors. They are the conservatives who wish to preserve the way of things. They are likely to dismiss, patronise and even openly insult the new punks who are insisting on thinking for themselves.
But they cant stop it. These are revolutionary times.
This teaching dilemma showed up in the survey where teachers were asked what the aims of kindergarten were. Davis could find no consensus among teachers. She found a mixture of goals that sought social behavior and habit formation; development of skill and technique (motor and physical, intellectual and thoughtful); factual information and aesthetic appreciation.
Similarly, another dilemma presented itself to Davis as she went through the 449 lessons. Teachers were conflict...ed over authority. Teachers who believed in a developmental perspective encouraged identifying and using childrens needs to guide children in planning each day. Yet to guide children to act as independent individuals, teachers must exert authority in the childs behalf. How much to leave to children to decide and how much for teachers to direct created tensions within teachers.
The core dilemma, however, that emerges from the stenographic reports involves choices between academic and behavioral preparation for the primary grades and holistic activities that blend reading, writing, arithmetic, and other skills matched to the students intellectual, social, and emotional maturity. Davis states that integrated skill work appeared naturally in quartering apples, counting napkins, and straws needed for lunch or writing on the blackboard the names of the fruit and vegetables that the children brought to school.
The two dilemmas were not made easier by the isolation of kindergarten from the primary grades. She found only three kindergartens in 137 schools where explicit cooperation occurred between the first grade teachers and kindergarten teacher.

Conclusie in studie van (Nederlandse) Socialistische Partij over buitengewoon (speciaal) onderwijs in Nederland: Aanbeveling 2: Voer een recht op speciaal onderwijs in (Onderwijskrant strijdt voor recht op buitengewoon onderwijs in Vlaanderen!)
Doordat het recht op speciaal onderwijs is vervangen door een zorgplicht voor scholen, zijn leerlingen (en ouders) afhankelijk geworden van de beslissing van een schoolbestuur of samenwerkingsverban...d. Voorheen werd er bekeken of een leerling aan bepaalde criteria voldeed om hem of haar toegang te geven tot het speciaal onderwijs (of voor tussenvoorzieningen en schakelklassen in het reguliere onderwijs). Dit recht is komen te vervallen, waardoor leerlingen gedwongen naar het regulier onderwijs moeten. Het samenwerkingsverband lijkt niet altijd beslissingen te nemen die gestoeld zijn op onderwijs- inhoudelijke argumenten. Het beschikbare budget wordt steeds meer leidend. Hierdoor komen leerlingen niet op een passende onderwijsplek. Een recht op speciaal onderwijs (zonder een budgettair plafond) zorgt ervoor dat ouders niet met lege handen komen te staan en in het uiterste geval via de rechter een goede onderwijsplek voor leerlingen afdwingen.

We deden in de jaren negentig ons uiterste best om 'constructivische wiskunde' à la Freudenthal Instituut e.d. buiten ons lager onderwijs te houden. Met succes. De constructivistische aanpak drong wel door in de leerplannen wiskunde voor de eerste graad s.o. - met alle nefaste gevolgen! Wat krijgen we st...raks met de nieuwe eindtermen/leerplannen. De eerste geluiden die we opvangen over de nieuwe filosofie voor de nieuwe leerplannen zijn o.i. zorgwekkend.

geleden, maar ze scoorden wel nog significant beter dan de Finse. De achteruitgang van de Vlaamse leerlingen is
o.i. niet enkel te wijten aan het stijgende aantal allochtone leerlingen, maar
ook aan het feit dat de aandacht voor gestructureerde instructie afnam. In de
leerplannen eerste graad secundair van 1998 is b.v. ook de invloed van de nefaste constructivistische
aanpak doorgedrongen. We vrezen dat via de nieuwe eindtermen en leerplannen ook
in Vlaanderen de more pupil-led ways of working, de constructivistische
aanpak e.d. verder kunnen doordringen. Waakzaamheid is geboden.

Finland was also a comparatively late developer in terms
of industrialisation, economic growth,
rollout of mass education, and
development of a welfare state. As a result, Finnish culture forlong remainedmore traditional thanin otherNordic countries,
reflecting its similarities with high-performing East Asian nations. This is likely to have
underpinned the countrysimprovements in international tests via a
wealth effect, which first increases
and later decreases educational performance as a function of income.
The specialsocio-economic
andcultural trajectorymeant that a hierarchical and traditional schooling climate remainedlargelyinplace untilrelativelyrecently. Perhaps most conspicuous, pupil-led teaching methods were forlongabsent
fromFinnish classrooms, despite admonishments fromthe educational
establishment Incidentally,an increasing bodyofresearchsuggeststhat traditional methods are superior for raising pupil achievement. The
recent fall in performance may in part be explained by the fact that many of the above preconditions for
success are now beingeroded. Inparticular, the traditionaland teacher-centrededucationalculture is beingreplaced by more pupil-led ways of working.
While a degree of
caution in seeking lessons from Finlandssuccess isalwaysnecessary,thein-depthanalysisinthis monograph shows that existing popular
explanations for the countrys
achievements, such as its lack of market reforms and accountability, do not withstand scrutiny.
Instead, it suggests that the countrys
rise was to a large extent shaped by socio- economic and historical factors, as
well as the retention of a traditional
educational culture.
Besluiten: LESSONS FROM
FINLAND?
Ever since the first PISA results gave star status to the
Finnish education system, policymakers and pundits have scrambled to understand
what policy lessons should be drawn. Perhaps more than anything else,Finland has been seen as a role model for opponentsofmarket- andaccountability-based
schoolreform, while also being frequentlyadmired forits high teacher
status and reputable teacher training system.
Butasthecountrysperformancehasbeguntoslip, these accountsseem decreasinglypersuasive.Indeed, as this
monographhasshown,themost popularpolicy-related explanations of Finlands rise
to prominence do notstand up to scrutiny.
The evidence does not support them, and, above all, it should be clear that the
improvements began before most of the highlighted policies were even
introduced.
If societal changes and historical processes are indeed
crucial for Finlands rise and its subsequent decline, we should be hesitant before
attempting to draw out specific policy lessons. For example, emphasising
high-quality teachers with high social status is of little value for
policymakers in other countries unless they are told how this is supposed to be
achieved with the tools at their disposal. And while the status and quality of
teachers are both remarkably high in Finland, this appears to have been caused
by a unique mix of socio-historical processes rather than education policy. In
fact, this appliestomostexplanationsforchangesinFinnishpupil achievement explored in this monograph. Sowhat,ifanything,canothercountrieslearnfromstudying Finlandsperformancetrajectory?Overall,thestrongestpolicy lessonisthedangerofthrowingoutauthorityinschools,and especiallygettingridofknowledge-based,teacher-dominated instruction.InEngland,asdocumentedinrecentpublications, pupil-led methods and a less
authoritative schooling culture have been on the rise for decades, reflecting
everything from teacher education to Ofsted orthodoxy.In fact, ironically, it was partly thisdevelopmentthatonceinspiredtheprogressive turnin Finnisheducationpolicyinthe1990s,whichis currentlybeing realised in
school and classroom practices.
However,asthis monographhashighlighted,thestory from Finland backsup
the increasingamount ofevidence,which suggests that
pupil-led methods, and less structured schooling environments in general, are
harmful for cognitive achievement. Finnish teachers were,formanydecades, traditional in their approach, reinforcingahierarchical
educationalculture.The move towards less structured methods and authoritative school
practices is likely to have had a causal effect, in and of itself, on the
recent Finnish decline.
Ithasbeensuggestedelsewhere that post-industrialisation rendersteacher-dominatedpedagogyandotherauthoritative aspectsofschooling
irrelevant,because teaching methodsand school organisation in general must follow
the trajectory of society. Todays society is less about authority and
obedience and more about freedom and independence. Therefore, the argument
goes, we must adopt the latter in schools. Yet as Hannah Arendt pointed out 60
years ago, this is a fallacy.Schools are not supposed to be microcosms of the
outside world. They are meant to be institutions that prepare pupils for that
world. Pupils are not grown-up citizens and they should not be treated as such.
So while society is moving in a direction towards less authority and more
independence, this does not mean that education must follow suit.
Indeed, it could be argued that it becomes even more
important that schools retain some authoritative structures to ensure that
pupils accept theinstitution of
schooling.Ifthisis the case,the shiftin methods may actually have contributed to declining acceptance of authority
in schools rather than vice versa.
To see why,considertheclassictensionbetweenindividualsyearningforfreedomandcivilisationsneedforcompliance,identified bySigmund Freud in Civilisation anditsDiscontents. Thistension,accordingto Freud,isdealtwithbyindividualsinternalisationofsocietysrulesandauthorities,whichinturnproduces guilt and lingering feelings of
discontent as a self- regulatory mechanism to ensure that order is upheld. Schools
are fundamentally socialising institutions and teachers have historicallyactedasauthoritieslayingdowntherulesforpupil behaviour. But if
teachers take a back seat, there is no authority to internalise which should
be reflected in more unruly behaviour and less acceptance of teachers
traditional role. After all, if adults do not behave as authorities, why would
children view them as such?
On the positive side, less authority and more freedom should
also predict less discontent. Perhaps it is therefore not surprising that decreasingly
authoritative methods and declining achievement in Finland have been
accompanied by an improving school climate. This idea also receives some support
from recent research, whichfindsthatprogressiveteaching isgood forproducingsocial capital, for
example by improving pupils beliefs in cooperationwith teachers. Another study shows that such
methods may also begoodforimprovingpupilsreasoningskills.Whilemore researchisneededintheseareasbeforedrawinganystrong conclusions, this points to a potential
trade-off between different teaching methods that is important to acknowledge.
But the point that progressive teaching methods appear
harmful forcognitiveachievementremains.Rather thangettingswept away by the (beneficial) onward march of freedom in society, it is
probably better that schools keep calm and avoid forgetting what works most
effectively in this respect.
Overall,however, thedifficultiesinidentifying causal factors behind Finlands changing educational
performance in the 20th and the 21st centuries cannot be overestimated. This
includes the conclusionsin thismonograph. Thepaucity of direct evidence must be accepted;
and we should not seek certainty. However, the evidence presented here is
enough to falsify many common explanations and lessons while at the same time
providing a new starting point from where we should continue to look.
Waarom worden klassieke zakkvakken niet terug ingevoerd i.p.v. enkel wetenschappen-techniek?
Wetenschapppen en techniek als apart leergebied in het lager onderwijs. Waarom worden de klassieke zaakvakken (natuurkennis, geschiedenis, aardrijkskunde) niet gewoon terug ingevoerd - net zoals al in het buitenland het geval is?
De commissie onderwijs keurde een paar dagen geleden de invoering van wetenschappen en techniek in het lager onderwijs goed. Men wil weer meer aandacht voor wetenschap en techniek in het basisonderwijs.
In de oude leerplannen natuurkennis die afgevo...erd werden door de invoering van de eindtermen (1998) stak een goede combinatie tussen wetenschap en techniek. Lessen over b.v. de hefbomen, de eigenschappen van lucht, voedingsstoffen ... waren steeds een combinatie van technische toepassingen en theorie (principes). Waarom voert men niet gewoon de traditionele zaakvakken weer in de hogere leerjaren lager onderwijs? Je krijgt dan in de derde graad : natuurkennis (met inbegrip van techniek); aardrijkskunde en geschiedenis. Daarnaast kan men in de 3de graad nog 1 à 2 lesuren besteden aan thematisch/vakkenoverschrijdend onderwijs, maar enkel aan 'rijke thema's.
In Onderwijskrant en in ons boek 'Wereldoriëntatie op nieuwe wegen' (Plantyn) hebben we vanaf het verschijnen van de ontwerpeindtermen van 1993 gepleit voor een combinatie van cursorisch en thematisch onderwijs in de derde graad l.o. - met al een voorbereiding hierop in het vierde leerjaar. In Nederland, Frankrijk ... werkt men weer volop met cursorisch onderwijs voor de zaakvakken. De weinig doordachte eindtermenoperatie heeft tot een grote niveaudaling van het zaakvakkenonderwijs geleid. We hebben hier tijdig voor gewaarschuwd. Toen de DVO in 1992 (!) mijn advies vroeg, heb ik al (in Brussel) een pleidooi gehouden voor het behoud van cursorisch onderwijs in de zaakvakken.mmmm

Nu de inschrijvingen volop bezig zijn, merken middelbare scholen dat ze volgend schooljaar heel wat kinderen met zware beperkingen moeten opvangen. Het gaat om leerlingen met een zware vorm van autisme, het syndroom van Down, slechthorenden en slechtzienden. Lichtere stoornissen zijn we wél gewoon. Maar er is een grens aan ons kunnen. En die grens is nu in zicht, zegt directrice Hilde Kiekens.
De directeurs uit het buitengewoon onderwijs trokken eerder al aan de alarmbel, en nu maken ook hun collegas uit de gewone middelbare scholen zich grote zorgen. Zij verwerken nu de eerste inschrijvingen voor volgend schooljaar. En het valt heel wat directeurs op: het aantal leerlingen met een zware beperking dat in hun school terechtkomt, stijgt. Het gevolg van het M-decreet, de beslissing van de Vlaamse regering om die jongeren te integreren in het gewoon onderwijs. Alleen staan daar nog geen extra middelen tegenover.
We zijn het gewoon om leerlingen op te vangen met lichtere leerstoornissen, zoals dyslexie. Maar nu krijgen we daarbovenop leerlingen met een zware vorm van autisme, slechthorenden en slechtzienden, zegt Hilde Kiekens, directrice van de Middenschool van het Atheneum in Gent. In haar school schreven zich al twintig leerlingen in met een zware beperking of leerstoornis, op een totaal van 300. Ik merk tijdens de inschrijvingen dat ouders het recht op gewoon onderwijs eisen voor hun kind. Maar we krijgen wel minder middelen om meer te doen. Er is een grens aan ons kunnen. Haar collega van de middenschool in Ieper deelt die bezorgdheid. Het aantal leerlingen met een beperking is met een kwart gestegen, naar voorlopig 21 op 190. Ze komen vooral terecht in de B-stroom. En in de B-stroom zitten nu al veel leerlingen met een rugzakje, zegt directrice Ann Dejaegher. Eén van de nieuwe leerlingen is een meisje met het syndroom van Down.
Ook het GTI van Beveren krijgt extra leerlingen met een beperking. We stellen vanaf september een zorgcoördinator aan om hen op te vangen. Omdat we daar geen extra middelen voor krijgen, vallen lesuren weg, zegt directeur Pascal De Rop.

In april 2015 deed de Algemene Onderwijsbond (AoB) een QuickScan onder onderwijspersoneel. De vraag die centraal stond was: Passend onderwijs is dit schooljaar ingevoerd, hoe gaat t nu? (
Conclusies
1.Toename leerlingen die extra ondersteuning nodig hebben. De leerkrachten komen vergeleken met vorig jaar meer leerlingen tegen die extra ondersteuning nodig hebben. De toename komt vooral doordat er minder wordt doorverwezen naar het speciaal onderwijs. Ook neemt de diversiteit en heftigheid van de problematieken toe.. De leerkracht wordt op dit moment overvraagd. Hij komt komt niet meer toe aan de reguliere zaken voor de gewone leerlingen. Het maken van het ontwikkelingsperspectief en de bijbehorende gesprekken kosten ook heel veel tijd.
2. Leerlingen die in het speciaal onderwijs thuishoren blijven langer op een gewone basisschool. Rond groep 4/5 (=2de/3de leerjaar) blijkt dat het toch echt niet gaat. Leerlingen komen dan alsnog in het speciaal onderwijs terecht. Echter met een grotere achterstand en sociaal-emotionele problemen dan wanneer ze eerder in het speciaal onderwijs hadden gezet. Ook lopen ouders zo een grotere beschadiging op.
3..Onvoldoende faciliteiten voor slagen van passend onderwijs De faciliteiten voor passend onderwijs lijken in de meeste gevallen niet te zijn toegenomen. Het onderwijspersoneel moet vaak meer doen met minder middelen. Ook worden faciliteiten niet efficiënt ingezet en levert het aanvragen van faciliteiten administratieve druk op. Ook over de ambulante begeleiding is nog veel onduidelijkheid.
Onderwijspersoneel kan niet voldoen aan hoge verwachtingen en leerling is de dupe. Het onderwijspersoneel maakt zich zorgen. De klassen worden groter, de ondersteuning neemt af en de werkdruk neemt toe. Leraren zijn niet altijd in staat te voldoen aan de hoge verwachtingen. Leerlingen kunnen niet optimaal worden ondersteund. Ook ziet het onderwijspersoneel dat het aanbod op scholen niet voldoet aan de behoeften van leerlingen. Veel leerlingen vallen tussen wal en schip en het personeel niet weet welke ondersteuning ze wel of niet kunnen bieden.
4. De gewone leraar niet betrokken bij de totstandkoming van passend onderwijs Intern begeleiders, zorgcoördinatoren en directieleden werken actief mee aan de totstandkoming van beleid rondom passend onderwijs. De gewone leraar wordt pas in een laat stadium op de hoogte gebracht. Ook voor intern begeleiders en zorgcoördinatoren is vaak nog onduidelijk wat het samenwerkingsverband heeft afgesproken.
5. In het riso/bso zijn stagebedrijven niet altijd in staat om leerlingen die extra ondersteuning nodig hebben een stageplek te bieden en goed te begeleiden.
6.Doordat er veel bureaucratie is zijn de faciliteiten nauwelijks bereikbaar. Zo is voor veel leraren onduidelijk welke zorg en ondersteuning beschikbaar is.
